30	30	Section 1. Paragraphs (b), (c), and (d) of subsection (8) 17
31	31	and subsection (9) of section 322.051, Florida Statutes, are 18
32	32	amended, and subsection (10) is added to that section, to read: 19
33	33	322.051 Identification cards. — 20

35	35	(b)1. The word "Veteran" m ust be exhibited on the 22
36	36	identification card of a veteran upon the presentation of a copy 23

53	53	United States Department o f Veterans Affairs; 28
54	54	c. Veteran identification card, issued by the United 29
55	55	States Department of Veterans Affairs pursuant to the Veterans 30
56	56	Identification Card Act of 2015, Pub. L. No. 114 -31; or 31
57	57	d. Other acceptable form specified by the Department of 32
58	58	Veterans' Affairs. 33
59	59	2. Until a veteran's identification card is next renewed, 34
60	60	the veteran may have the word "Veteran" added to his or her 35
61	61	identification card upon surrender of his or her current 36
62	62	identification card and presentation of any of the forms of 37
63	63	identification specified in subparagraph 1. If the applicant is 38
64	64	not conducting any other transaction affecting the 39
65	65	identification card, a replacement identification card must be 40
66	66	issued with the word "Veteran" without payment of the fee 41
67	67	required in s. 322.21(1)(f)3.c. s. 322.21(1)(f)3. 42
68	68	(c) The international symbol for the deaf and hard of 43
69	69	hearing shall be exhibited on the identification card of a 44
70	70	person who is deaf or hard of hearing upon the payment of an 45
71	71	additional $1 fee for the identification card and the 46
72	72	presentation of sufficient proof that the person is deaf or hard 47
73	73	of hearing as determined by the department. Until a person's 48
74	74	identification card is next renewed, the person may have the 49
75	75	symbol added to his or her identification card upon surrender of 50

89	89	be deposited into the Highway Safety Operating Trust Fund, and 52
90	90	presentation of sufficient proof that the person is deaf or hard 53
91	91	of hearing as determined by the department. If the applicant is 54
92	92	not conducting any other transaction affecting the 55
93	93	identification card, a replacement identification card may be 56
94	94	issued with the symbol without payment of the fee required in s. 57
95	95	322.21(1)(f)3.c. s. 322.21(1)(f)3. For purposes of this 58
96	96	paragraph, the internationa l symbol for the deaf and hard of 59
97	97	hearing is substantially as follows: 60

101	101	(d) The department shall include symbols representing the 64
102	102	following on an identification card upon the payment of an 65
103	103	additional $1 fee by an applicant who meets the requirements of 66
104	104	subsection (1) and presents his or her: 67
105	105	1. Lifetime freshwater fishing license; 68
106	106	2. Lifetime saltwater fishing license; 69
107	107	3. Lifetime hunting license; 70
108	108	4. Lifetime sportsman's license; or 71
109	109	5. Lifetime boater safety identification card. 72

123	123	A person may replace his or her identification card before its 74
124	124	expiration date with a card that includes his or her status as a 75
125	125	lifetime licensee or boater safety cardholder upon surrender of 76
126	126	his or her current identification card, payment of a $2 fee to 77
127	127	be deposited into the Highway Safety Operating Trust Fund, and 78
128	128	presentation of the person's lifetime license or card. If the 79
129	129	sole purpose of the replacement identification card is the 80
130	130	inclusion of the applicant's status as a lifetime licensee or 81
131	131	cardholder, the replac ement identification card must be issued 82
132	132	without payment of the fee required in s. 322.21(1)(f)3.c. s. 83

134	134	(9)(a) Notwithstanding any other provision of this section 85
135	135	or s. 322.21 to the contrary, the department shall issue or 86
136	136	renew a card at no charge to: 87
137	137	1. A person who presents a valid Florida voter's 88
138	138	registration card to the department and attests that he or she 89
139	139	is experiencing a financial hardship. The department may not 90
140	140	require such person to present evidence of a financial hardship. 91
141	141	2. A person who presents evidence satisfactory to the 92
142	142	department that he or she is homeless as defined in s. 93
143	143	414.0252(7). 94
144	144	3., to A juvenile offender who is in the custody or under 95
145	145	the supervision of the Department of Juvenile Justice and 96
146	146	receiving services pursuant to s. 985.461 . 97

159	159	4., to An inmate receiving a card issued pursuant to s. 98
160	160	944.605(7), or, if necessary, to an inmate receiving a 99
161	161	replacement card if the department determines that he or she has 100
162	162	a valid state identification card. If the replacemen t state 101
163	163	identification card is scheduled to expire within 6 months, the 102
164	164	department may also issue a temporary permit valid for at least 103
165	165	6 months after the release date. 104
166	166	(b) The department's mobile issuing units shall process 105
167	167	the identification cards for juvenile offenders and inmates at 106
168	168	no charge, as provided by s. 944.605 (7)(a) and (b). 107
169	169	(10) Notwithstanding any other provision of this section 108
170	170	or s. 322.21 to the contrary, the department shall issue an 109
171	171	identification card at no charge to a person who i s 80 years of 110
172	172	age or older and whose driving privilege is denied due to 111
173	173	failure to pass a vision test administered pursuant to s. 112
174	174	322.18(5). 113
175	175	Section 2. Paragraph (c) is added to subsection (5) of 114
176	176	section 322.18, Florida Statutes, to read: 115
177	177	322.18 Original applications, licenses, and renewals; 116
178	178	expiration of licenses; delinquent licenses. — 117
179	179	(5) All renewal driver licenses may be issued after the 118
180	180	applicant licensee has been determined to be eligible by the 119
181	181	department. 120
182	182	(c) The department shall issue an identification card 121

198	198	Section 3. Paragraph (f) of subsection (1) of sectio n 125
199	199	322.21, Florida Statutes, is amended to read: 126

202	202	(1) Except as otherwise provided herein, the fee for: 129
203	203	(f) An original, renewal, or replacement identification 130
204	204	card issued pursuant to s. 322.051 is $25. 131
205	205	1., except that An applicant who meets any of the 132
206	206	following criteria is exempt from the fee under this paragraph 133
207	207	for an original, renewal, or replacement identification card: 134
208	208	a. The applicant presents a valid Florida voter's 135
209	209	registration card to the department and attests that he or she 136
210	210	is experiencing a financial hardship. 137
211	211	b. The applicant presents evidence satisfactory to the 138
212	212	department that he or she is homeless as defined in s. 139
213	213	414.0252(7). 140
214	214	c. The applicant presents evidence sat isfactory to the 141
215	215	department that; his or her annual income is at or below 100 142
216	216	percent of the federal poverty level . 143
217	217	d. The applicant; or he or she is a juvenile offender who 144
218	218	is in the custody or under the supervision of the Department of 145
219	219	Juvenile Justice, who is receiving services pursuant to s. 146

234	234	2. Pursuant to s. 322.051(10), an applicant who is 80 149
235	235	years of age or older and whose driving pr ivilege is denied due 150
236	236	to failure to pass a vision test administered pursuant to s. 151
237	237	322.18(5) is exempt from the fee under this paragraph for an 152
238	238	original identification card. 153
239	239	3. Funds collected from fees for original, renewal, or 154
240	240	replacement identification cards shall be distributed as 155
241	241	follows: 156
242	242	a.1. For an original identification card issued pursuant 157
243	243	to s. 322.051, the fee shall be deposited into the General 158
244	244	Revenue Fund. 159
245	245	b.2. For a renewal identification card issued pursuant to 160
246	246	s. 322.051, $6 shall be deposited into the Highway Safety 161
247	247	Operating Trust Fund, and $19 shall be deposited into the 162
248	248	General Revenue Fund. 163
249	249	c.3. For a replacement identification card issued pursuant 164
250	250	to s. 322.051, $9 shall be deposited into the Highway Safety 165
251	251	Operating Trust Fund, and $16 shall be deposited into the 166
252	252	General Revenue Fund. Beginning July 1, 2015, or upon completion 167
253	253	of the transition of the driver license issuance services, if 168
254	254	the replacement identification card is issued by the tax 169
255	255	collector, the tax collector shall retain the $9 that would 170
256	256	otherwise be deposited into the Highway Safety Operating Trust 171
257	257	Fund and the remaining revenues shall be deposited into the 172
