House Resolution 1 
A resolution designating November 26, 2022, as 2 
"Holodomor Remembrance Day" in the State of Florida. 3 
 4 
 WHEREAS, the Ukrainian Famine of 1932 -1933, known as the 5 
"Holodomor," meaning murder by starvation, resulted in the 6 
deaths of between seven and ten million Ukrainians, with a third 7 
of the victims being children under 10 years of age, and 8 
 WHEREAS, Soviet leader Joseph Stalin and his totalitarian 9 
regime committed an act of genocide through the implementation 10 
of an engineered famine by confiscating land, crops, and 11 
livestock from the Ukrainian people, and 12 
 WHEREAS, the Holodomor was specifically designed by the 13 
Soviet regime to force collectivization and punish ind ependent-14 
minded Ukrainians for their resistance to its economic, 15 
political, and social oppression, and 16 
 WHEREAS, at the height of the Holodomor in 1933, an 17 
estimated 25,000 Ukrainians died each day as the Soviets 18 
continued to export Ukraine's crops to the rest of the world, 19 
and 20 
 WHEREAS, with the dissolution of the Soviet Union, 21 
documents created during this time surfaced which detail the 22 
Soviet regime's actions and intent to destroy Ukraine's national 23 
identity by deporting and executing Ukraine's religious , 24 
intellectual, and cultural leaders and prosecuting or executing 25  

those who spoke publicly of the famine or against the Soviet 26 
authorities, further destabilizing Ukraine's political 27 
structure, and 28 
 WHEREAS, in April 1988, the U.S. Commission on the Ukraine 29 
Famine, chaired by Congressman Daniel A. Mica of Florida, found 30 
that the Holodomor constituted an act of genocide, and 31 
 WHEREAS, over 42,000 residents of the state have Ukrainian 32 
ancestry, and 33 
 WHEREAS, the Holodomor is remembered by the global 34 
community as a tragic and heinous crime, NOW, THEREFORE, 35 
 36 
Be It Resolved by the House of Representatives of the State of 37 
Florida: 38 
 39 
 That November 26, 2022, is designated as "Holodomor 40 
Remembrance Day" in the State of Florida. 41
