13	13	A resolution expressing appreciation for the sister 2
14	14	state relationship and bilateral economic and cultural 3
15	15	ties between the State of Florida and Taiwan . 4

17	17	WHEREAS, April 10, 2022, marks the 43rd anniversary of the 6
18	18	enactment of the Taiwan Relations Act, which codified in law the 7
19	19	basis for continued commercial and cultural relations between 8
20	20	the people of the United States and Taiwan , and 9
21	21	WHEREAS, since Novemb er 1, 2012, Taiwan has been a member 10
22	22	of the United States Visa Waiver Program (VWP), which makes two -11
23	23	way travel for business and tourism more convenient, reflecting 12
24	24	the cooperation between the United States and Taiwan, and 13
25	25	WHEREAS, the launch of FORMOSAT -7/COSMIC-2 on June 25, 14
26	26	2019, a joint United States -Taiwan collaborative space mission 15
27	27	of a constellation of six satellites designed to enhance the 16
28	28	accuracy of atmospheric weather prediction, has demonstrated the 17
29	29	mutual benefit born of the relations between this country and 18
30	30	Taiwan, and 19
31	31	WHEREAS, the first female president of Taiwan, elected in 20
32	32	2016 and reelected for a second term on January 11, 2020, Dr. 21
33	33	Tsai Ing-wen was welcomed to the State of Florida in June of 22
34	34	2016, as were Speaker of Tainan City Council Kuo Hsin-liang and 23
35	35	his delegation in February of 2020, further enhancing the 24
36	36	bilateral relationship between Taiwan and this state, as well as 25 

47	47	strengthening the common values Taiwan shares with this country, 26

49	49	WHEREAS, Taiwan participates in internation al 28
50	50	organizations, including its bid for observer status in the 29
51	51	International Criminal Police Organization (INTERPOL); its 30
52	52	involvement with the World Health Assembly (WHA), the 31
53	53	International Civil Aviation Organization (ICAO), and the United 32
54	54	Nations Framework Convention on Climate Change (UNFCCC); and its 33
55	55	membership status in both the Asia -Pacific Economic Cooperation 34
56	56	(APEC) and the World Trade Organization (WTO), and participates, 35
57	57	observes, and cooperates with over 50 international 36
58	58	organizations in total, a nd 37
59	59	WHEREAS, Taiwan is the United States' eighth largest 38
60	60	trading partner as of November 2021 and the State of Florida's 39
61	61	sixth largest trading partner in Asia, and 40
62	62	WHEREAS, the economic bonds between the United States and 41
63	63	Taiwan have continued to grow over the years, and 42
64	64	WHEREAS, this year marks the 30th anniversary of the 43
65	65	enactment of the sister state relationship shared between the 44
66	66	State of Florida and Taiwan, and 45
67	67	WHEREAS, several sister city relations exist between 46
68	68	Florida and Taiwan, such as the relat ions between Miami-Dade 47
69	69	County and New Taipei City, formerly Taipei County; the Port of 48
70	70	Miami and the Port of Kaohsiung; the City of Orlando and Tainan 49
71	71	City; the City of Fort Lauderdale, the City of Miami, and the 50 

89	89	against the virus causing COVID -19, Taiwan has donated to the 58
90	90	state and its local governments over 420,000 medical masks, 59
91	91	demonstrating Taiwan's commitment to helping its international 60
92	92	partners in need, NOW, THEREFORE, 61

94	94	Be It Resolved by the House of Representatives of the State of 63

97	97	That the House of Representatives expresses its 66
98	98	appreciation for the sister state relationship between the State 67
99	99	of Florida and Taiwan. 68
100	100	BE IT FURTHER RESOLVED that a copy of this resolution be 69
101	101	transmitted to President Tsai Ing -wen through the Taipei 70
102	102	Economic and Cultural Office in Miami and to the Executive 71
103	103	Office of the Governor as a tangible token of the sentiments 72
104	104	expressed herein. 73
