HR 8061 2022 hr8061-00 Page 1 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S House Resolution 1 A resolution expressing appreciation for the sister 2 state relationship and bilateral economic and cultural 3 ties between the State of Florida and Taiwan . 4 5 WHEREAS, April 10, 2022, marks the 43rd anniversary of the 6 enactment of the Taiwan Relations Act, which codified in law the 7 basis for continued commercial and cultural relations between 8 the people of the United States and Taiwan , and 9 WHEREAS, since Novemb er 1, 2012, Taiwan has been a member 10 of the United States Visa Waiver Program (VWP), which makes two -11 way travel for business and tourism more convenient, reflecting 12 the cooperation between the United States and Taiwan, and 13 WHEREAS, the launch of FORMOSAT -7/COSMIC-2 on June 25, 14 2019, a joint United States -Taiwan collaborative space mission 15 of a constellation of six satellites designed to enhance the 16 accuracy of atmospheric weather prediction, has demonstrated the 17 mutual benefit born of the relations between this country and 18 Taiwan, and 19 WHEREAS, the first female president of Taiwan, elected in 20 2016 and reelected for a second term on January 11, 2020, Dr. 21 Tsai Ing-wen was welcomed to the State of Florida in June of 22 2016, as were Speaker of Tainan City Council Kuo Hsin-liang and 23 his delegation in February of 2020, further enhancing the 24 bilateral relationship between Taiwan and this state, as well as 25 HR 8061 2022 hr8061-00 Page 2 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S strengthening the common values Taiwan shares with this country, 26 and 27 WHEREAS, Taiwan participates in internation al 28 organizations, including its bid for observer status in the 29 International Criminal Police Organization (INTERPOL); its 30 involvement with the World Health Assembly (WHA), the 31 International Civil Aviation Organization (ICAO), and the United 32 Nations Framework Convention on Climate Change (UNFCCC); and its 33 membership status in both the Asia -Pacific Economic Cooperation 34 (APEC) and the World Trade Organization (WTO), and participates, 35 observes, and cooperates with over 50 international 36 organizations in total, a nd 37 WHEREAS, Taiwan is the United States' eighth largest 38 trading partner as of November 2021 and the State of Florida's 39 sixth largest trading partner in Asia, and 40 WHEREAS, the economic bonds between the United States and 41 Taiwan have continued to grow over the years, and 42 WHEREAS, this year marks the 30th anniversary of the 43 enactment of the sister state relationship shared between the 44 State of Florida and Taiwan, and 45 WHEREAS, several sister city relations exist between 46 Florida and Taiwan, such as the relat ions between Miami-Dade 47 County and New Taipei City, formerly Taipei County; the Port of 48 Miami and the Port of Kaohsiung; the City of Orlando and Tainan 49 City; the City of Fort Lauderdale, the City of Miami, and the 50 HR 8061 2022 hr8061-00 Page 3 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S City of Pensacola and Kaohsiung City; the City of Sunny Isles 51 Beach and Hengchun Township; the City of Doral and Xizhi 52 District of New Taipei City; the City of Kissimmee and Hualien 53 City and Miaoli City; the City of North Miami Beach and Pingzhen 54 District of Taoyuan City; and the City of Tavares a nd Xindian 55 District of New Taipei City, and 56 WHEREAS, to assist the State of Florida in its fight 57 against the virus causing COVID -19, Taiwan has donated to the 58 state and its local governments over 420,000 medical masks, 59 demonstrating Taiwan's commitment to helping its international 60 partners in need, NOW, THEREFORE, 61 62 Be It Resolved by the House of Representatives of the State of 63 Florida: 64 65 That the House of Representatives expresses its 66 appreciation for the sister state relationship between the State 67 of Florida and Taiwan. 68 BE IT FURTHER RESOLVED that a copy of this resolution be 69 transmitted to President Tsai Ing -wen through the Taipei 70 Economic and Cultural Office in Miami and to the Executive 71 Office of the Governor as a tangible token of the sentiments 72 expressed herein. 73
