21	21		groundwater quality improvement projects within the 8
22	22		Apalachicola Bay Area of Critical State Concern; 9
23	23		providing for expiration of the expenditure; providing 10
24	24		an effective date. 11

26	26		Be It Enacted by the Legislature of the State of Florida: 13

28	28		Section 1. Subsection (11) is added to section 380.0555, 15
29	29		Florida Statutes, to read: 16
30	30		380.0555 Apalachicola Bay Area; protection and designation 17
31	31		as area of critical state concern. — 18
32	32		(11) FINANCIAL ASSISTANCE AGREEMENTS. -Beginning in the 19
33	33		2023-2024 fiscal year and continuing through the 2027 -2028 20
34	34		fiscal year, the Department of Environmental Protection may 21
35	35		expend up to $5 million each fiscal year for the purpose of 22
36	36		entering into financial assistance agreements with the City of 23
37	37		Apalachicola to implement projects that improve surface water 24
38	38		and groundwater quality within the Apalachicola Bay Area of 25

52	52		management facilities and central sewage collection facilities, 27
53	53		installation of onsite sewage treatment and disposal systems, 28
54	54		direct and indirect potable reuse, and other water quality and 29
55	55		water supply projects. This su bsection expires on June 30, 2028. 30
56	56		Section 2. This act shall take effect July 1, 2023. 31
