3030 Be It Enacted by the Legislature of the State of Florida: 17

3232 Section 1. (1) The Legislature finds that recent rapid 19
3333 increases in the median purchase price of homes and the cost of 20
3434 rental housing have far outpaced the income of teachers in this 21
3535 state, preventing essential teachers from living in the 22
3636 communities where they serve and thereby creating the need for 23
3737 innovative solutions for the provision of housing opportunities 24
3838 for teachers. The Legislature further finds that there is a need 25

5252 To this end, the Legislature finds that the establishment of the 27
5353 Task Force on Workforce Housing for Teachers and Expansion of 28
5454 Schools is an appropriate measure to identify ways to fulfill 29
5555 this need in communities throughout the state. 30
5656 (2) The Task Force on Workforce Housing for Teachers and 31
5757 Expansion of Schools, a task force as defined in s. 20.03(8), 32
5858 Florida Statutes, is created adjunct to the Department of 33
5959 Economic Opportunity to study issues related to the need for 34
6060 affordable housing for teachers and for additional classrooms 35
6161 and instructional space and to identify the best means of 36
6262 meeting those needs. Except as otherwise provided in thi s 37
6363 section, the task force shall operate in a manner consistent 38
6464 with s. 20.052, Florida Statutes. The department shall provide 39
6565 administrative and staff support relating to the functions of 40
6666 the task force. 41
6767 (3) The task force is composed of the following me mbers, 42
6868 who shall be appointed no later than August 1, 2023: 43
6969 (a) The President of the Senate and the Speaker of the 44
7070 House of Representatives shall each appoint five members, none 45
7171 of whom may be a member of the Legislature at the time of his or 46
7272 her appointment, as follows: 47
7373 1. One member of a board of county commissioners; 48
7474 2. One member of a governing body of a municipality; 49

9191 an affordable housing advocate who may not have a current or 54
9292 past direct business relationship with any local government, 55
9393 district school board, developer, or homebuilder. The Governor 56
9494 shall designate one of his or her appointees as chair o f the 57

9696 (c) One member of the Senate, appointed by the President 59
9797 of the Senate. 60
9898 (d) One member of the House of Representatives, appointed 61
9999 by the Speaker of the House of Representatives. 62

127127 (5) The task force shall: 78
128128 (a) Study the feasibility of using surplus, state -owned 79
129129 land and buildings for workforce housing for te achers and 80
130130 classroom and instructional space for students. 81
131131 (b) Identify the costs associated with the development of 82
132132 surplus, state-owned land and buildings for workforce housing 83
133133 for teachers and additional classroom and instructional space, 84
134134 including costs arising out of potential partnerships between 85
135135 state government, local governments, and the private sector. 86
136136 (c) Identify the need and availability of grants for 87
137137 workforce housing for teachers and additional classroom and 88
138138 instructional space for studen ts. 89
139139 (d) Identify the areas of this state which have the 90
140140 greatest need for workforce housing for teachers and additional 91
141141 classroom and instructional space for students. 92
142142 (e) Study the use of mixed -use developments in addressing 93
143143 the need for workforce hou sing for teachers and additional 94
144144 classroom and instructional space for students. 95
145145 (f) Study the need for comprehensive planning that 96
146146 addresses the need for workforce housing for teachers and 97
147147 additional classroom and instructional space for students. 98
148148 (g) Determine whether the creation of a pilot program is 99
149149 necessary and appropriate to achieve the objectives of the task 100

165165 (6) The task force shall submit a rep ort of its findings 104

169169 (7) All state agencies shall cooperate with and assist the 108
170170 task force to the fullest extent possibl e. All local governments 109
171171 are encouraged to assist and cooperate with the task force, as 110
