2525 Be It Enacted by the Legislature of the State of Florida: 12

2727 Section 1. Paragraph (f) of subsection (4) of section 14
2828 1001.42, Florida Statutes, is amended to read: 15
2929 1001.42 Powers and duties of dis trict school board.—The 16
3030 district school board, acting as a board, shall exercise all 17
3131 powers and perform all duties listed below: 18
3232 (4) ESTABLISHMENT, ORGANIZATION, AND OPERATION OF 19
3333 SCHOOLS.—Adopt and provide for the execution of plans for the 20
3434 establishment, organization, and operation of the schools of the 21
3535 district, including, but not limited to, the following: 22
3636 (f) Opening and closing of schools; fixing uniform date ; 23
3737 middle school and high school start times .—Adopt policies for 24
3838 the opening and closing of schools, and fix uniform dates, and 25

5252 1. The opening date for schools in the district may not be 27
5353 earlier than August 10 of each year. 28
5454 2. By July 1, 2026, the instructional day for middle 29
5555 schools may not begin earlier than 8 a.m. and the instructional 30
5656 day for high schools may not begin earlier than 8:30 a.m. Each 31
5757 district school board must inform its community, including 32
5858 parents, students, teachers, school administrators, athletic 33
5959 coaches, and other stak eholders, about the health, safety, and 34
6060 academic impacts of sleep deprivation on middle school and high 35
6161 school students and the benefits of a later school start time 36
6262 and discuss local strategies to successfully implement the later 37
6363 school start times. 38
6464 Section 2. Paragraph (b) of subsection (16) of section 39
6565 1002.33, Florida Statutes, is amended to read: 40
6666 1002.33 Charter schools. — 41
6767 (16) EXEMPTION FROM STATUTES. — 42
6868 (b) Additionally, a charter school shall be in compliance 43
6969 with the following statutes: 44
7070 1. Section 286.011, relating to public meetings and 45
7171 records, public inspection, and criminal and civil penalties. 46
7272 2. Chapter 119, relating to public records. 47
7373 3. Section 1003.03, relating to the maximum class size, 48
7474 except that the calculation for compliance pursuant to s. 49
