28- Section 1. Section 320.0603, Florida Statutes, is created 15

31- (1) A person who holds a valid, active license or permit 18
32-issued by a county or municipality to operate a vehicle for hire 19
33-may operate a vehicle for hire in any other county or 20
34-municipality without being subject to additional licensing or 21
35-permitting requirements an d without paying additional license or 22
36-permit fees if the person: 23
37- (a) Holds a valid, active license or permit to operate a 24
38-vehicle for hire in the county or municipality in which the 25
23+construction; providing an effective date. 10

52- (b) Has not had a license or permit to opera te a vehicle 27
53-for hire suspended or revoked within the preceding 5 years. 28
54- (2) Notwithstanding subsection (1) or subsection (3), this 29
55-section does not apply to an airport. For purposes of this 30
56-section, the term "airport" includes an airport, airport 31
57-authority, aviation authority, or other entity that operates a 32
58-public-use airport as defined in s. 332.004, including 33
59-municipalities or special districts that operate airports 34
60-defined in this subsection. 35
61- (3) This section does not grant specific authority to 36
62-municipalities or special districts to regulate or license 37
63-vehicles for hire which is required by s. 163.211. 38
64- (4) This section does not apply to a person who holds a 39
65-valid, active license or permit to operate a vehicle for hire 40
66-when such person provides tr ansportation of persons while on 41
67-stretchers or wheelchairs, or transportation of persons whose 42
68-disability, illness, injury, or other incapacitation makes it 43
69-impractical to be transported by a regular common carrier such 44
70-as a bus, taxi, non-taxi, limousine, or other vehicle for hire. 45
71- Section 2. This act shall take effect July 1, 2023. 46
51+ (b) Has not had a license or permit to oper ate a vehicle 26

53+ (2) A person who holds a valid, active license or permit 28
54+issued by an airport to operate a vehicle for hire may operate a 29
55+vehicle for hire at any other airport without being subjec t to 30
56+additional airport licensing or permitting requirements and 31
57+without paying additional license or permit fees. For purposes 32
58+of this subsection, the term "airport" includes an airport, 33
59+airport authority, aviation authority, or other entity that 34
60+operates a commercial service airport as defined in s. 35
61+332.0075(1). 36
62+ (3) This section does not grant specific authority to 37
63+municipalities or special districts to regulate or license 38
64+vehicles for hire which is required by s. 163.211. 39
65+ Section 2. This act shall take effect July 1, 2023. 40
