2828 Be It Enacted by the Legislature of the State of Florida: 15

3030 Section 1. Section 468.1336, Flori da Statutes, is created 17

3535 (1) Any portion of a meeting of the Audiology and Speech -22

8888 (2) Recordings, minutes, and records generated during any 51
8989 portion of an exempt meeting are exempt from s. 119.07(1) and s. 52
9090 24(a), Art. I of the State Constitution. 53
9191 (3) This section is subject to the Open Government Sunset 54
9292 Review Act in accordance with s. 119 .15 and shall stand repealed 55
9393 on October 2, 2028, unless reviewed and saved from repeal 56
9494 through reenactment by the Legislature. 57
9595 Section 2. (1) The Legislature finds that it is a public 58
9696 necessity that any portion of a meeting of the Audiology and 59
9797 Speech-language Pathology Interstate Compact Commission or its 60
9898 executive committee in which any information in s. 468.1336(1), 61
9999 Florida Statutes, is discussed be made exempt from s. 286.011, 62
100100 Florida Statutes, and s. 24(b), Article I of the State 63
101101 Constitution. 64
102102 (2) The Audiology and Speech -language Pathology Interstate 65
103103 Compact requires that any portion of a meeting in which any 66
104104 information in s. 468.1336(1), Florida Statutes, is discussed be 67
105105 closed to the public. In the absence of a public meetings 68
106106 exemption, this state would be prohibited from becoming a member 69
107107 state of the compact. Thus, this state would be unable to 70
108108 effectively and efficiently administer the compact. 71
109109 (3) The Legislature also finds that it is a public 72
110110 necessity that the recordings, minutes, an d records generated 73
111111 during any portion of a meeting in which any information in s. 74
112112 468.1336(1), Florida Statutes, is discussed be made exempt from 75

126126 State Constitution. Release of such informatio n would negate the 77
127127 public meetings exemption. As such, the Legislature finds that 78
128128 the public records exemption is a public necessity. 79
129129 Section 3. This act shall take effect on the same date 80
130130 that HB 877 or similar legislation takes effect , if such 81
131131 legislation is adopted in the same legislative session or an 82
132132 extension thereof and becomes law. 83
