A bill to be entitled 1 
An act relating to the Rapid DNA Grant Program; 2 
creating s. 943.324, F.S.; creating the Rapid DNA 3 
Grant Program within the Department of Law Enforcement 4 
for county jails or sheriffs' offices; requiring the 5 
department to annually award grant funds to county 6 
jails or sheriffs' offices; providing funding 7 
requirements; authorizing the department to establish 8 
criteria and set specific time periods for the 9 
acceptance of applications and the selection process 10 
for awarding grant funds; providing an appropriation; 11 
providing an effective date. 12

Be It Enacted by the Legislature of the State of Florida: 14 
 15 
 Section 1.  Section 943.324, Florida Statutes, is created 16 
to read: 17 
 943.324  Rapid DNA Grant Program for county jails or 18 
sheriffs' offices.— 19 
 (1)  There is created within the department the Rapid DNA 20 
Grant Program to award grants to county jails or sheriffs' 21 
offices to support local law enforcement agencies in the 22 
processing and expediting of DNA samples as defined in, and in 23 
support of the statewide DNA database under, s. 943.325. 24 
 (2)  The department shall annually award to county jails or 25

sheriffs' offices any funds specifically appropriated for the 26 
grant program to cover expenses related to the purchasing of DNA 27 
testing machines and other necessary supplies. Grants must be 28 
provided to county jails or sheriffs' offices if funds are 29 
appropriated for that purpose by law. The total amount of grants 30 
awarded may not exce ed funding appropriated for the grant 31 
program. 32 
 (3)  The department may establish criteria and set specific 33 
time periods for the acceptance of applications and for the 34 
selection process for awarding grant funds. 35 
 Section 2.  For the 2023-2024 fiscal year, the sum of 36 
$200,000 in nonrecurring funds is appropriated from the General 37 
Revenue Fund to the Department of Law Enforcement for the 38 
purpose of implementing the Rapid DNA Grant Program under s. 39 
943.324, Florida Statutes. 40 
 Section 3.  This act shall tak e effect July 1, 2023. 41
