A bill to be entitled 1 
An act relating to carbon sequestration; requiring the 2 
Department of Agriculture and Consumer Services to 3 
conduct a study on carbon sequestration activities and 4 
programs; providing study requirements; requiring the 5 
department to submit a report to the Legislature by a 6 
specified date; providing an appropriation; providing 7 
an effective date. 8

Be It Enacted by the Legislature of the State of Florida: 10 
 11 
 Section 1.  (1)  The Department of Agriculture and Consumer 12 
Services shall conduct a study on carbon sequestration 13 
activities and programs. At a minimum, the study must include: 14 
 (a)  A comprehensive list of existing state agency carbon 15 
sequestration activities an d programs available to agricultural 16 
producers in the state. 17 
 (b)  Recommendations for a state level exchange program to 18 
assist agricultural producers in participating in carbon 19 
sequestration activities. 20 
 (c)  Legislative recommendations for the creation o f a 21 
carbon sequestration program. 22 
 (2)  By October 1, 2023, the Department of Agriculture and 23 
Consumer Services shall submit a report on the results of the 24 
study to the President of the Senate and the Speaker of the 25

 (3)  For the 2023-2024 fiscal year, the nonrecurring sum of 27 
$500,000 from the General Revenue Fund is appropriated to the 28 
Department of Agriculture and Consumer Services for the purpose 29 
of conducting the study pursuant to this section. 30 
 Section 2.  This act shall tak e effect upon becoming a law. 31
