2121 Be It Enacted by the Legislature of the State of Florida: 10

2323 Section 1. Subsection (4) of section 11 of chapter 71 -924, 12
2424 Laws of Florida, as amended by chapter 2005 -306, Laws of 13
2525 Florida, is amended to read: 14
2626 Section 11. Powers. —The Sanford Airport Authority shall 15
2727 have the following powers: 16
2828 (4) To acquire property, real and personal, for the 17
2929 purpose of establishing, constructing, enlarging, managing, and 18
3030 operating airports, runways, navigational facilities, buildings, 19
3131 structures, industrial parks, passenger terminals, fuel storage 20
3232 facilities, roadways, taxiwa ys, utility systems, and all other 21
3333 facilities and improvements necessary or desirable for the 22
3434 servicing of aircraft, the comfort and accommodation of air 23
3535 travelers, and the operation of said airport facilities for both 24
3636 foreign and domestic air transportati on. 25

4747 (a) The authority may acquire by the power of eminent 26
4848 domain land and the improvements thereon only for public airport 27
4949 purposes in the manner provided by chapters 73 and 74, Florida 28
5050 Statutes, and other applicable laws. In addition to acquiring 29
5151 land for airport purposes by eminent domain, the authority may 30
5252 also acquire land and other property for airport purposes by 31
5353 grant, donation, purchase, or lease in the manner otherwise 32
5454 provided in this act for other projects. 33
5555 (b) The authority may establish suc h rates, charges, and 34
5656 user fees for use of airports and airport facilities as the 35
5757 authority deems necessary. 36
5858 (c) The authority may also construct or provide for the 37
5959 construction of such special purpose facilities as are usually 38
6060 provided for the repair an d servicing of aircraft and for the 39
6161 comfort and convenience of the public, including but not limited 40
6262 to fueling equipment and storage, concessions, restaurants, food 41
6363 and beverage facilities, hotels and other lodging facilities, 42
6464 parking lots, and similar fa cilities. The authority may lease or 43
6565 sell such special purpose facilities to provide operators or 44
6666 concessionaires or such facilities may be operated by the 45
6767 authority in its discretion. 46
6868 (d) In the operation and management of the airports, the 47
6969 authority may employ such managers, supervisors, technicians, 48
7070 and other personnel as may be necessary for the economical and 49
7171 efficient management thereof, and shall have the power to adopt 50

8282 rules and regulations with reference to all projects and matters 51
8383 under its control. All rules and regulations of the authority 52
8484 shall be a matter of public record, and copies thereof shall be 53
8585 dispensed by the authority at cost to all applicants therefor. 54
8686 (e) In acquiring property from the City of Sanford or from 55
8787 any public agency fo r airport purposes or in the operation of 56
8888 any airport, the authority shall have full power to contract 57
8989 with the Federal Aviation Authority or any federal agency 58
9090 exercising any function with respect to aviation, air 59
9191 navigation, or air transportation, and th e authority shall have 60
9292 full power to abide by all rules and regulations of such federal 61
9393 agencies including the uses to which land may be put and the 62
9494 operation of airports, air navigation facilities, and aircraft. 63
9595 The authority shall further have power to a ssume any 64
9696 obligations, covenants, or agreements heretofore imposed by any 65
9797 governmental agency by deed, deed restriction or contract on the 66
9898 City of Sanford, or any other governmental agency therein with 67
9999 respect to airports or aviation. 68
100100 (f) The authority i n the acquisition, financing and 69
101101 operation of airports and air navigation facilities may exercise 70
102102 the authority and powers provided for cities, counties, 71
103103 villages, or towns of Florida by chapter 332, Florida Statutes, 72
104104 known as the Airport Law of 1945. 73
105105 (g) The authority may advertise and publicize the use of 74
106106 any airport operated by it and may expend its funds for such 75

118118 (h) The authority shall have full power to finance or 77
119119 refinance the acquisition or construction of airport projects by 78
120120 issuing its revenue bonds or other debt obligations in the 79
121121 manner provided by chapter 332, Florida Statutes, known as the 80
122122 Airport Law of 1945, or as provided by any other applicable 81
123123 general law. 82
124124 (i) The authority may enter into exclusive or nonexclusive 83
125125 contracts, leases, franchises, or other arrangements with any 84
126126 person or persons for terms not exceeding 99 50 years, granting 85
127127 the privilege of using or improving any project of the 86
128128 authority, or any portion thereof of space therein, for 87
129129 commercial purposes; conferring the privilege of supplying 88
130130 goods, commodities, things, and services or facilities at such 89
131131 project or projects; making available services to be furnished 90
132132 by the authority or its agents at such project; and establishing 91
133133 the terms and conditions and fixing the charges, rentals, or 92
134134 fees for such privileges or services so long as such fees or 93
135135 charges shall not conflict with any applicable rules and 94
136136 regulations of the Public Service Commissi on. 95
137137 Section 2. This act shall take effect upon becoming a law. 96
