An act relating to the Sanford Airport Authority, 2 
Seminole County; amending chapter 71 -924, Laws of 3 
Florida, as amended by chapter 2005 -306, Laws of 4 
Florida; revising the authorized term for which the 5 
authority may enter into exclusive or nonexclusive 6 
contracts, leases, franchises, or other arrangements 7 
with any person; providing an effective date. 8 
 9 
Be It Enacted by the Legislature of the State of Florida: 10 
 11 
 Section 1.  Subsection (4) of section 11 of chapter 71 -924, 12 
Laws of Florida, as amended by chapter 2005 -306, Laws of 13 
Florida, is amended to read: 14 
 Section 11.  Powers. —The Sanford Airport Authority shall 15 
have the following powers: 16 
 (4)  To acquire property, real and personal, for the 17 
purpose of establishing, constructing, enlarging, managing, and 18 
operating airports, runways, navigational facilities, buildings, 19 
structures, industrial parks, passenger terminals, fuel storage 20 
facilities, roadways, taxiways, utility systems, and all other 21 
facilities and improvements necessary or desirable for the 22 
servicing of aircraft, the comfort and accommodation of air 23 
travelers, and the operation of said airport facilities for both 24 
foreign and domestic air tra nsportation. 25

 (a)  The authority may acquire by the power of eminent 26 
domain land and the improvements thereon only for public airport 27 
purposes in the manner provided by chapters 73 and 74, Florida 28 
Statutes, and other applicable laws. In addition to acquiri ng 29 
land for airport purposes by eminent domain, the authority may 30 
also acquire land and other property for airport purposes by 31 
grant, donation, purchase, or lease in the manner otherwise 32 
provided in this act for other projects. 33 
 (b)  The authority may esta blish such rates, charges, and 34 
user fees for use of airports and airport facilities as the 35 
authority deems necessary. 36 
 (c)  The authority may also construct or provide for the 37 
construction of such special purpose facilities as are usually 38 
provided for the repair and servicing of aircraft and for the 39 
comfort and convenience of the public, including but not limited 40 
to fueling equipment and storage, concessions, restaurants, food 41 
and beverage facilities, hotels and other lodging facilities, 42 
parking lots, and similar facilities. The authority may lease or 43 
sell such special purpose facilities to provide operators or 44 
concessionaires or such facilities may be operated by the 45 
authority in its discretion. 46 
 (d)  In the operation and management of the airports, the 47 
authority may employ such managers, supervisors, technicians, 48 
and other personnel as may be necessary for the economical and 49 
efficient management thereof, and shall have the power to adopt 50

rules and regulations with reference to all projects and matters 51 
under its control. All rules and regulations of the authority 52 
shall be a matter of public record, and copies thereof shall be 53 
dispensed by the authority at cost to all applicants therefor. 54 
 (e)  In acquiring property from the City of Sanford or from 55 
any public agency for airport purposes or in the operation of 56 
any airport, the authority shall have full power to contract 57 
with the Federal Aviation Authority or any federal agency 58 
exercising any function with respect to aviation, air 59 
navigation, or air transportatio n, and the authority shall have 60 
full power to abide by all rules and regulations of such federal 61 
agencies including the uses to which land may be put and the 62 
operation of airports, air navigation facilities, and aircraft. 63 
The authority shall further have p ower to assume any 64 
obligations, covenants, or agreements heretofore imposed by any 65 
governmental agency by deed, deed restriction or contract on the 66 
City of Sanford, or any other governmental agency therein with 67 
respect to airports or aviation. 68 
 (f)  The authority in the acquisition, financing and 69 
operation of airports and air navigation facilities may exercise 70 
the authority and powers provided for cities, counties, 71 
villages, or towns of Florida by chapter 332, Florida Statutes, 72 
known as the Airport Law of 1 945. 73 
 (g)  The authority may advertise and publicize the use of 74 
any airport operated by it and may expend its funds for such 75

purposes. 76 
 (h)  The authority shall have full power to finance or 77 
refinance the acquisition or construction of airport projects by 78 
issuing its revenue bonds or other debt obligations in the 79 
manner provided by chapter 332, Florida Statutes, known as the 80 
Airport Law of 1945, or as provided by any other applicable 81 
general law. 82 
 (i)  The authority may enter into exclusive or nonexclusive 83 
contracts, leases, franchises, or other arrangements with any 84 
person or persons for terms not exceeding 99 50 years, granting 85 
the privilege of using or improving any project of the 86 
authority, or any portion thereof of space therein, for 87 
commercial purposes; conferring the privilege of supplying 88 
goods, commodities, things, and services or facilities at such 89 
project or projects; making available services to be furnished 90 
by the authority or its agents at such project; and establishing 91 
the terms and conditions and fixing the charges, rentals, or 92 
fees for such privileges or services so long as such fees or 93 
charges shall not conflict with any applicable rules and 94 
regulations of the Public Service Commission. 95 
 Section 2.  This act shall take effect upon becoming a law. 96
