2828 Be It Enacted by the Legislature of the Stat e of Florida: 15

3030 Section 1. Subsection (6) is added to section 403.7032, 17
3131 Florida Statutes, to read: 18
3232 403.7032 Recycling. — 19
3333 (6) By July 1, 2024, the Department of Environmental 20
3434 Protection shall develop a comprehensive waste reduction and 21
3535 recycling plan for this state based on recommendations from the 22
3636 department's Florida and the 2020 75% Recycling Goal Final 23
3737 Report. The department shall convene a technical assistance 24
3838 group within the department to help develop the plan. 25

5151 (a) At a minimum, the comprehens ive plan must: 26
5252 1. Identify recycling goals based on sustainable materials 27
5353 management and waste diversion. 28
5454 2. Include a 3-year plan to implement all of the following 29
5555 strategies: 30
5656 a. Recycling education and outreach. The department shall 31
5757 propose statewide solutions to provide local recycling 32
5858 information and education throughout this state. 33
5959 b. Local government recycling assistance. The department 34
6060 shall evaluate the benefits and challenges of the former state 35
6161 Recycling and Education Grant Program and pro vide 36
6262 recommendations for reinstating the program or considering other 37
6363 means of providing recycling assistance to local governments. 38
6464 c. Recycling materials market development. The department 39
6565 shall consider and recommend plans to develop and promote 40
6666 markets for recycling materials. 41
6767 (b) Upon completion of the plan, the department shall 42
6868 provide a report to the President of the Senate and the Speaker 43
6969 of the House of Representatives. The report must include an 44
7070 update on the status of the plan and any recommen dations for 45
7171 statutory changes necessary to achieve the recycling goals or 46
7272 strategies identified in the plan. 47
7373 Section 2. This act shall take effect July 1, 2023. 48
