A bill to be entitled 1 
An act relating to a comprehensive waste reduction and 2 
recycling plan; amending s. 403.7032, F.S.; requiring 3 
the Department of Environmental Protection to develop 4 
a comprehensive waste reduction and recycling plan for 5 
this state by a specified date, based on certain 6 
department recommendations; requiring the department 7 
to convene a technical assistance group for a 8 
specified purpose; providing minimum requirem ents for 9 
the comprehensive plan; requiring the department to 10 
submit a report to the Legislature upon completion of 11 
the comprehensive plan; providing requirements for the 12 
report; providing an effective date. 13

Be It Enacted by the Legislature of the Stat e of Florida: 15 
 16 
 Section 1.  Subsection (6) is added to section 403.7032, 17 
Florida Statutes, to read: 18 
 403.7032  Recycling. — 19 
 (6)  By July 1, 2024, the Department of Environmental 20 
Protection shall develop a comprehensive waste reduction and 21 
recycling plan for this state based on recommendations from the 22 
department's Florida and the 2020 75% Recycling Goal Final 23 
Report. The department shall convene a technical assistance 24 
group within the department to help develop the plan. 25

 (a)  At a minimum, the comprehens ive plan must: 26 
 1.  Identify recycling goals based on sustainable materials 27 
management and waste diversion. 28 
 2.  Include a 3-year plan to implement all of the following 29 
strategies: 30 
 a.  Recycling education and outreach. The department shall 31 
propose statewide solutions to provide local recycling 32 
information and education throughout this state. 33 
 b.  Local government recycling assistance. The department 34 
shall evaluate the benefits and challenges of the former state 35 
Recycling and Education Grant Program and pro vide 36 
recommendations for reinstating the program or considering other 37 
means of providing recycling assistance to local governments. 38 
 c.  Recycling materials market development. The department 39 
shall consider and recommend plans to develop and promote 40 
markets for recycling materials. 41 
 (b)  Upon completion of the plan, the department shall 42 
provide a report to the President of the Senate and the Speaker 43 
of the House of Representatives. The report must include an 44 
update on the status of the plan and any recommen dations for 45 
statutory changes necessary to achieve the recycling goals or 46 
strategies identified in the plan. 47 
 Section 2.  This act shall take effect July 1, 2023. 48
