27	27	Be It Enacted by the Legislature of the State of Florida: 14

29	29	Section 1. Subsection (8) of section 1008.365, Florida 16
30	30	Statutes, is amended to read: 17
31	31	1008.365 Reading Achievement Initiative for Scholastic 18
32	32	Excellence Act.— 19
33	33	(8) As part of the RAISE Program, the department shall 20
34	34	establish a tutoring program and develop training in effective 21
35	35	reading tutoring practic es and content, based on evidence -based 22
36	36	practices and aligned to the English Language Arts standards 23
37	37	under s. 1003.41, which prepares eligible high school students 24
38	38	to tutor students in kindergarten through grade 3 in schools 25

51	51	identified under this section, instilling in those students a 26
52	52	love of reading and improving their literacy skills. 27
53	53	(a) To be eligible to participate in the tutoring program, 28
54	54	a high school student must be a rising junior or senior who has 29
55	55	a cumulative grade point average of 3.0 or high er, has no 30
56	56	history of out-of-school suspensions or expulsions, is on track 31
57	57	to complete all core course requirements to graduate, and has 32
58	58	written recommendations from at least two of his or her present 33
59	59	or former high school teachers of record or extracurric ular 34
60	60	activity sponsors. 35
61	61	(b) School districts that wish to participate in the 36
62	62	tutoring program must recruit, train, and deploy eligible high 37
63	63	school students using the materials developed under this 38
64	64	section. Tutoring must occur during or after the school day on 39
65	65	school district property in the presence and under the 40
66	66	supervision of instructional personnel who are school district 41
67	67	employees. A parent must give written permission for his or her 42
68	68	child to receive tutoring through the program. 43
69	69	(c) Tutoring may be part of a service-learning course 44
70	70	adopted pursuant to s. 1003.497. Students may earn up to three 45
71	71	elective credits for high school graduation based on the 46
72	72	verified number of hours the student spends tutoring under the 47
73	73	program. The hours of volunteer servic e must be documented in 48
74	74	writing, and the document must be signed by the student, the 49
75	75	student's parent or guardian, and an administrator or designee 50

88	88	of the school in which the tutoring occurred. Unpaid The hours 51
89	89	which that a high school student devotes to t utoring may be 52
90	90	counted toward meeting community service requirements for high 53
91	91	school graduation and community service requirements for 54
92	92	participation in the Florida Bright Futures Scholarship Program 55
93	93	as provided in s. 1003.497(3)(b). The department shall de signate 56
94	94	a high school student who provides at least 75 verified hours of 57
95	95	tutoring under the program as a New Worlds Scholar and award the 58
96	96	student with a pin indicating such designation. 59
97	97	(d) School districts participating in the tutoring program 60
98	98	may provide a stipend to instructional personnel and high school 61
99	99	students serving as tutors for after -school tutoring. 62
100	100	Section 2. This act shall take effect July 1, 2023. 63
