A bill to be entitled 1 
An act relating to grants for nonprofit organization 2 
safety; creating s. 252.3712, F.S.; requiring the 3 
Division of Emergency Management to establish a 4 
specified grant program; providing eligibility 5 
requirements; requiring grants be used for certain 6 
purposes; providing the minimum and maximum grant 7 
awards; authorizing the division to use a certain 8 
amount of funding for administration; requiring 9 
rulemaking; providin g for the expiration of the 10 
program by a specified date; providing an effective 11 
date. 12

Be It Enacted by the Legislature of the State of Florida: 14 
 15 
 Section 1.  Section 252.3712, Florida Statutes, is created 16 
to read: 17 
 252.3712  Nonprofit Security Grant Program.— 18 
 (1)  The division shall establish a Nonprofit Security 19 
Grant Program which shall consist of funds appropriated by the 20 
Legislature to nonprofit organizations, including houses of 21 
worship and community centers, that are at high risk for violent 22 
attacks or hate crimes. The grants may be used to increase 23 
security and safety, including, but not limited to: 24 
 (a)  The purchase and installation of security 25

infrastructure, perimeter lighting, door hardening, security 26 
camera systems, perimeter fencing, ba rriers and bollards, blast 27 
resistant film, and shatter resistant glass for windows. 28 
 (b)  Hiring security personnel. 29 
 (c)  Training for security personnel and staff on threat 30 
awareness, emergency procedures, and first aid. 31 
 (2)  The minimum amount of any g rant award is $10,000, and 32 
the maximum grant award amount is $150,000. The total amount of 33 
funds available for the program is limited to the amount 34 
appropriated by the Legislature. 35 
 (3)  The division may use up to 3 percent of the total 36 
amount appropriated to administer the grant program. 37 
 (4)  The division shall adopt rules to administer this 38 
section. 39 
 (5)  This section expires January 1, 2028, unless reviewed 40 
and saved from repeal through reenactment by the Legislature. 41 
 Section 2.  This act shall take effect July 1, 2023. 42
