25 | 25 | | prosecution, and prevention of deed fraud, and 12 |

26 | 26 | | WHEREAS, The Federal Bureau of Investigation has noted that 13 |

27 | 27 | | individuals use several different fraudulent schemes to commit 14 |
---|
28 | 28 | | deed fraud, including forging documents, stealing a property 15 |
---|
29 | 29 | | owner's identity, or convincing a property owner to transfer the 16 |
---|
30 | 30 | | title under false pretenses, and 17 |
---|
31 | 31 | | WHEREAS, deed fraud is a financially destructive crime that 18 |
---|
32 | 32 | | often impacts the most vulnerable seg ments of our society, 19 |
---|
33 | 33 | | including low-income, elderly, and immigrant victims, and 20 |

34 | 34 | | WHEREAS, there is currently no national tracking of deed 21 |
---|
35 | 35 | | fraud, making it one of the most underreported crimes in the 22 |
