2020 WHEREAS, on October 18, 2022, Congressman Emanuel Cleaver, 7
2121 II, introduced H.R. 9192 to the 117th Congress, also known as 8
2222 the Good Documentation and Enforcement of Estate Deeds (Good 9
2323 DEED) Act of 2022, which would create a new grant program to 10
2424 fund applications that assist in the detection, investigation, 11
2525 prosecution, and prevention of deed fraud, and 12
2626 WHEREAS, The Federal Bureau of Investigation has noted that 13
2727 individuals use several different fraudulent schemes to commit 14
2828 deed fraud, including forging documents, stealing a property 15
2929 owner's identity, or convincing a property owner to transfer the 16
3030 title under false pretenses, and 17
3131 WHEREAS, deed fraud is a financially destructive crime that 18
3232 often impacts the most vulnerable seg ments of our society, 19
3333 including low-income, elderly, and immigrant victims, and 20
3434 WHEREAS, there is currently no national tracking of deed 21
3535 fraud, making it one of the most underreported crimes in the 22
3636 nation, and 23
3737 WHEREAS, although several counties in Florid a currently 24
3838 have free property fraud alerts that notify citizens when an 25

5454 WHEREAS, the Good DEED Act will require that states 29

6969 BE IT FURTHER RESOLVED that the Secretary of State dispatch 44
