A memorial to the Congress of the United States, 2 
urging members of Congress to adopt the provisions of 3 
the Good Documentation and Enforcement of Estate Deeds 4 
(Good DEED) Act of 2022 into law. 5 
 6 
 WHEREAS, on October 18, 2022, Congressman Emanuel Cleaver, 7 
II, introduced H.R. 9192 to the 117th Congress, also known as 8 
the Good Documentation and Enforcement of Estate Deeds (Good 9 
DEED) Act of 2022, which would create a new grant program to 10 
fund applications that assist in the detection, investigation, 11 
prosecution, and prevention of deed fraud, and 12 
 WHEREAS, The Federal Bureau of Investigation has noted that 13 
individuals use several different fraudulent schemes to commit 14 
deed fraud, including forging documents, stealing a property 15 
owner's identity, or convincing a property owner to transfer the 16 
title under false pretenses, and 17 
 WHEREAS, deed fraud is a financially destructive crime that 18 
often impacts the most vulnerable seg ments of our society, 19 
including low-income, elderly, and immigrant victims, and 20 
 WHEREAS, there is currently no national tracking of deed 21 
fraud, making it one of the most underreported crimes in the 22 
nation, and 23 
 WHEREAS, although several counties in Florid a currently 24 
have free property fraud alerts that notify citizens when an 25

official record, such as a deed or mortgage, is documented under 26 
their name, there is currently no state -wide tracking or alert 27 
system for deed fraud, and 28 
 WHEREAS, the Good DEED Act will require that states 29 
receiving funding amend state laws to require certain 30 
identifiable information, such as a fingerprint, when an 31 
official record is documented, and 32 
 WHEREAS, the Good DEED Act will support preventative 33 
measures to stop devastating la nd loss from American families, 34 
provide better tools for the investigation and prosecution of 35 
those engaged in such crimes, and support victims in restoring 36 
the deeds to their homes to the rightful owners, NOW, THEREFORE, 37 
 38 
Be It Resolved by the Legislatu re of the State of Florida: 39 
 40 
 That the Congress of the United States is urged to adopt 41 
the provisions of the Good Documentation and Enforcement of 42 
Estate Deeds Act of 2022 into law. 43 
 BE IT FURTHER RESOLVED that the Secretary of State dispatch 44 
copies of this memorial to the President of the United States, 45 
the President of the United States Senate, the Speaker of the 46 
United States House of Representatives, and each member of the 47 
Florida delegation to the United States Congress. 48
