2121 Be It Enacted by the Legislature of the State of Florida: 8

2323 Section 1. Subsection (8) is added to section 943.17, 10
2424 Florida Statutes, to read: 11
2525 943.17 Basic recruit, advanced, and career development 12
2626 training programs; participation; cost; evaluation. —The 13
2727 commission shall, by rule, design, implement, maintain, 14
2828 evaluate, and revise entry requirements and job -related 15
2929 curricula and performance standards for bas ic recruit, advanced, 16
3030 and career development training programs and courses. The rules 17
3131 shall include, but are not limited to, a methodology to assess 18
3232 relevance of the subject matter to the job, student performance, 19
3333 and instructor competency. 20
3434 (8) By July 1, 2025, the commission, in consultation with 21
3535 a national organization with expertise in mental health crisis 22
3636 intervention, shall establish minimum standards for basic skills 23
3737 and continued education training for law enforcement officers 24
3838 that includes mental health crisis intervention training. The 25

5151 training shall improve officers' knowledge and skills as first 26
5252 responders to incidents involving persons with emotional 27
5353 disturbance or mental illness, including those with co -occurring 28
5454 substance use disorders, and i ncorporating de-escalation skills 29
5555 to ensure an effective law enforcement response and officer 30
5656 safety. Thereafter, every basic skills course curriculum 31
5757 required for law enforcement officers to obtain their initial 32
5858 certification shall include a 40 -hour curriculum on mental 33
5959 health crisis intervention and a minimum of 8 hours of 34
6060 continuing education courses annually. 35
6161 Section 2. This act shall take effect July 1, 2024. 36
