Subsection (8) is added to section 943.17, 10 Florida Statutes, to read: 11 943.17 Basic recruit, advanced, and career development 12 training programs; participation; cost; evaluation. —The 13 commission shall, by rule, design, implement, maintain, 14 evaluate, and revise entry requirements and job -related 15 curricula and performance standards for bas ic recruit, advanced, 16 and career development training programs and courses. The rules 17 shall include, but are not limited to, a methodology to assess 18 relevance of the subject matter to the job, student performance, 19 and instructor competency. 20 (8) By July 1, 2025, the commission, in consultation with 21 a national organization with expertise in mental health crisis 22 intervention, shall establish minimum standards for basic skills 23 and continued education training for law enforcement officers 24 that includes mental health crisis intervention training. The 25 HB 195 2024 CODING: Words stricken are deletions; words underlined are additions. hb0195-00 Page 2 of 2 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S training shall improve officers' knowledge and skills as first 26 responders to incidents involving persons with emotional 27 disturbance or mental illness, including those with co -occurring 28 substance use disorders, and i ncorporating de-escalation skills 29 to ensure an effective law enforcement response and officer 30 safety. Thereafter, every basic skills course curriculum 31 required for law enforcement officers to obtain their initial 32 certification shall include a 40 -hour curriculum on mental 33 health crisis intervention and a minimum of 8 hours of 34 continuing education courses annually. 35 Section 2. This act shall take effect July 1, 2024. 36
