An act relating to a license or permit to operate a 2 
vehicle for hire; creating s. 320.0603, F.S.; 3 
providing that a person who holds a license or permit 4 
issued by a county or municipality to operate a 5 
vehicle for hire may operate a vehicle for hire in any 6 
other county or municipality without being subject to 7 
certain requirements or fees under certain 8 
circumstances; defining the terms "seaport" and 9 
"airport"; providing construction and applicability; 10 
providing an effective date. 11

Be It Enacted by the Legislature of the State of Florida: 13 
 14 
 Section 1.  Section 320.0603, Florida Statutes, is created 15 
to read: 16 
 320.0603  Vehicle-for-hire license or permit; reciprocity.— 17 
 (1)  A person who holds a valid, active license or permit 18 
issued by a county or municipality to operate a vehicle for hire 19 
may operate a vehicle for hire in any other county or 20 
municipality without being subject to additional licensing or 21 
permitting requirements and without paying additional license or 22 
permit fees if the person: 23 
 (a)  Holds a valid, active license or permit to operate a 24 
vehicle for hire in the county or municipality in which the 25

person is domiciled; and 26 
 (b)  Has not had a li cense or permit to operate a vehicle 27 
for hire suspended or revoked within the preceding 5 years. 28 
 (2)  Notwithstanding subsection (1) or subsection (3), this 29 
section does not apply to an airport or seaport. For purposes of 30 
this section, the term "seaport" means those listed in s. 31 
311.09(1), and the term "airport" includes an airport, airport 32 
authority, aviation authority, or other entity that operates a 33 
public-use airport as defined in s. 332.004, including counties, 34 
municipalities, or special districts tha t operate airports 35 
defined in this subsection. 36 
 (3)  This section does not grant specific authority to 37 
counties, municipalities, or special districts to regulate or 38 
license vehicles for hire which is required by s. 163.211. 39 
 (4)  This section does not appl y to a person who holds a 40 
valid, active license or permit to operate a vehicle for hire 41 
when such person provides transportation of persons while on 42 
stretchers or wheelchairs, or transportation of persons whose 43 
disability, illness, injury, or other incapac itation makes it 44 
impractical to be transported by a regular common carrier such 45 
as a bus, taxi, non-taxi, limousine, or other vehicle for hire. 46 
 Section 2.  This act shall take effect July 1, 2024. 47
