Subsection (6) is added to section 403.7032, 17 Florida Statutes, to read: 18 403.7032 Recycling. — 19 (6) By July 1, 2025, the Department of Environmental 20 Protection shall develop a comprehensive waste reduction and 21 recycling plan for this state based on recommendations from the 22 department's "Florida and the 2020 75% Recycling Goal -Final 23 Report." Identify recycling goals based on sustainable materials 28 management and waste diversion. 29 2. Include a 3-year plan to implement all of the following 30 strategies: 31 a. Recycling education and outreach. The depa rtment shall 32 propose statewide solutions to provide local recycling 33 information and education throughout this state. 34 b. Local government recycling assistance. The department 35 shall evaluate the benefits and challenges of the former state 36 Recycling and Education Grant Program and provide 37 recommendations for reinstating the program or considering other 38 means of providing recycling assistance to local governments. 39 c. Recycling materials market development. The department 40 shall consider and recommend plans t o develop and promote 41 markets for recycling materials. 42 (b) Upon completion of the comprehensive waste reduction 43 and recycling plan, the department shall provide a report to the 44 President of the Senate and the Speaker of the House of 45 Representatives. The report must include an update on the status 46 of the plan and any recommendations for statutory changes 47 necessary to achieve the recycling goals or strategies 48 identified in the plan. 49 Section 2. This act shall take effect July 1, 2024. 50
