34 | 34 | | Protection shall develop a comprehensive waste reduction and 21 |

35 | 35 | | recycling plan for this state based on recommendations from the 22 |
---|
36 | 36 | | department's "Florida and the 2020 75% Recycling Goal -Final 23 |
---|
37 | 37 | | Report." The department shall convene a technical assistance 24 |
---|
38 | 38 | | group within the department to help develop the plan. 25 |
---|

51 | 51 | | (a) At a minimum, the compre hensive plan must do all of 26 |

53 | 53 | | 1. Identify recycling goals based on sustainable materials 28 |

54 | 54 | | management and waste diversion. 29 |
---|
55 | 55 | | 2. Include a 3-year plan to implement all of the following 30 |

56 | 56 | | strategies: 31 |
---|
57 | 57 | | a. Recycling education and outreach. The depa rtment shall 32 |
---|
58 | 58 | | propose statewide solutions to provide local recycling 33 |
---|
59 | 59 | | information and education throughout this state. 34 |
---|
60 | 60 | | b. Local government recycling assistance. The department 35 |
---|
61 | 61 | | shall evaluate the benefits and challenges of the former state 36 |
---|
62 | 62 | | Recycling and Education Grant Program and provide 37 |
---|
63 | 63 | | recommendations for reinstating the program or considering other 38 |
---|
64 | 64 | | means of providing recycling assistance to local governments. 39 |
---|
65 | 65 | | c. Recycling materials market development. The department 40 |
---|
66 | 66 | | shall consider and recommend plans t o develop and promote 41 |
---|
67 | 67 | | markets for recycling materials. 42 |
---|
68 | 68 | | (b) Upon completion of the comprehensive waste reduction 43 |
---|
69 | 69 | | and recycling plan, the department shall provide a report to the 44 |
---|
70 | 70 | | President of the Senate and the Speaker of the House of 45 |
---|
71 | 71 | | Representatives. The report must include an update on the status 46 |
---|
72 | 72 | | of the plan and any recommendations for statutory changes 47 |
---|
73 | 73 | | necessary to achieve the recycling goals or strategies 48 |
---|
74 | 74 | | identified in the plan. 49 |
---|
75 | 75 | | Section 2. This act shall take effect July 1, 2024. 50 |
