2424 submit a report to the Legislature upon completion of 11
2525 the comprehensive plan; specifying requirements for 12
2626 the report; providing an effective date. 13

2828 Be It Enacted by the Legislature of the St ate of Florida: 15

3030 Section 1. Subsection (6) is added to section 403.7032, 17
3131 Florida Statutes, to read: 18
3232 403.7032 Recycling. — 19
3333 (6) By July 1, 2025, the Department of Environmental 20
3434 Protection shall develop a comprehensive waste reduction and 21
3535 recycling plan for this state based on recommendations from the 22
3636 department's "Florida and the 2020 75% Recycling Goal -Final 23
3737 Report." The department shall convene a technical assistance 24
3838 group within the department to help develop the plan. 25

5151 (a) At a minimum, the compre hensive plan must do all of 26
5252 the following: 27
5353 1. Identify recycling goals based on sustainable materials 28
5454 management and waste diversion. 29
5555 2. Include a 3-year plan to implement all of the following 30
5656 strategies: 31
5757 a. Recycling education and outreach. The depa rtment shall 32
5858 propose statewide solutions to provide local recycling 33
5959 information and education throughout this state. 34
6060 b. Local government recycling assistance. The department 35
6161 shall evaluate the benefits and challenges of the former state 36
6262 Recycling and Education Grant Program and provide 37
6363 recommendations for reinstating the program or considering other 38
6464 means of providing recycling assistance to local governments. 39
6565 c. Recycling materials market development. The department 40
6666 shall consider and recommend plans t o develop and promote 41
6767 markets for recycling materials. 42
6868 (b) Upon completion of the comprehensive waste reduction 43
6969 and recycling plan, the department shall provide a report to the 44
7070 President of the Senate and the Speaker of the House of 45
7171 Representatives. The report must include an update on the status 46
7272 of the plan and any recommendations for statutory changes 47
7373 necessary to achieve the recycling goals or strategies 48
7474 identified in the plan. 49
7575 Section 2. This act shall take effect July 1, 2024. 50
