139-such child, subject to applicable taxes. A qualifying adoptive 62

150-school or the Florida Virtual School may retroactively apply for 73
151-the monetary benefit provided in this subsection if such 74
152-employee was employed by a charter school or the Flo rida Virtual 75
153-School when he or she adopted a child within the child welfare 76
154-system pursuant to chapter 63 on or after July 1, 2015. A 77
155-veteran, or servicemember, or tax collector employee may apply 78
156-for the monetary benefit provided in this subsection if he or 79
157-she is domiciled in this state and adopts a child within the 80
158-child welfare system pursuant to chapter 63 on or after July 1, 81
159-2020. A law enforcement officer may apply for the monetary 82
160-benefit provided in this subsection if he or she is domiciled in 83
161-this state and adopts a child within the child welfare system 84
162-pursuant to chapter 63 on or after July 1, 2022. A tax collector 85

179- (a) Benefits paid to a qualifying adoptive employee who is 90
180-a part-time employee must be prorated based on the qualifying 91
181-adoptive employee's full -time equivalency at the time of 92
182-applying for the benefits. 93
183- (b) Monetary benefits awarded under this subsection are 94
184-limited to one award per adopted child within the child welfare 95
185-system. 96
186- (c) The payment of a lump -sum monetary benefit for 97
187-adopting a child within the child welfare system under this 98
188-section is subject to a specific appropriation to the department 99
189-for such purpose. 100
190- (3) A qualifying adoptive employee must apply to his or 101
191-her agency head, or to his or her school director in the case of 102
192-a qualifying adoptive employee of a cha rter school or the 103
193-Florida Virtual School, to obtain the monetary benefit provided 104
194-in subsection (2). A veteran , or servicemember, or tax collector 105
195-employee must apply to the department to obtain the benefit. A 106
196-law enforcement officer must apply to the Dep artment of Law 107
197-Enforcement to obtain the benefit. Applications must be on forms 108
198-approved by the department and must include a certified copy of 109
199-the final order of adoption naming the applicant as the adoptive 110

213-first-served basis based upon the date that each fully completed 112
214-application is received by the department. 113
215- (4) This section does not preclude a qualifying adoptive 114
216-employee, veteran, servicemember, tax collector employee, or law 115
217-enforcement officer from receiving adoption assistance for which 116
218-he or she may qualify under s. 409.166 or any other statute that 117
219-provides financial incentives for the adoption of children. 118
220- (6) The department may adopt rules to administer this 119
221-section. The rules m ay provide for an application process such 120
222-as, but not limited to, an open enrollment period during which 121
223-qualifying adoptive employees, veterans, servicemembers, tax 122
224-collector employees, or law enforcement officers may apply for 123
225-monetary benefits under th is section. 124
226- Section 3. Section 445.09, Florida Statutes, is created to 125
227-read: 126
228- 445.09 Bonuses for tax collector employees.—Notwithstanding 127
229-any other law to the contrary, a county tax collector may budget 128
230-for and pay a hiring or retention bonus to an employee if the 129
231-expenditure is approved by the Department of Revenue in the 130
