An act relating to low -voltage alarm system projects; 2 
amending s. 553.793, F.S.; specifying that a 3 
nonelectric fence or wall must enclose the outside 4 
perimeter of a low-voltage electric fence; requiring a 5 
low-voltage electric fence to be a specified number of 6 
feet above such nonelectric fence or wall; permitting 7 
low-voltage electric fences to be installed in areas 8 
within more than one zoning category; p rohibiting a 9 
municipality, county, district, or other entity of 10 
local government from adopting or maintaining certain 11 
ordinances or rules that provide additional 12 
requirements for low -voltage alarm system projects; 13 
providing an effective date. 14

Be It Enacted by the Legislature of the State of Florida: 16 
 17 
 Section 1.  Paragraphs (b) and (d) of subsection (3) and 18 
subsection (10) of section 553.793, Florida Statutes, are 19 
amended to read: 20 
 553.793  Streamlined low -voltage alarm system installation 21 
permitting.— 22 
 (3)  A low-voltage electric fence must meet all of the 23 
following requirements to be permitted as a low -voltage alarm 24 
system project, and no further permit shall be required for the 25

low-voltage alarm system project other than as provided in this 26 
section: 27 
 (b)  A nonelectric fence or wall must completely enclose 28 
the outside perimeter of the low-voltage electric fence. The 29 
low-voltage electric fence must may be up to 2 feet higher than 30 
the perimeter nonelectric fence or wall. 31 
 (d)  A The low-voltage electric fence is allowed shall not 32 
be installed in any an area unless the area is zoned exclusively 33 
for single-family or multifamily residential use. An area is not 34 
considered to be zoned exclusively for single -family or 35 
multifamily residential use if the area is within more than one 36 
zoning category. 37 
 (10)  A municipality, county, district, or other entity of 38 
local government may not adopt or maintain in effect any 39 
ordinance or rule regarding a low -voltage alarm system project 40 
that provides additional requiremen ts beyond those set out in 41 
this section for the installation or maintenance of a low -42 
voltage alarm system project or that is otherwise is 43 
inconsistent with this section. 44 
 Section 2.  This act shall take effect July 1, 2024. 45
