20	20	for such policy; providing for the staggered 7
21	21	implementation of such policy; providing an effective 8
22	22	date. 9

24	24	Be It Enacted by the Legislature of the State of Florid a: 11
25	25	12
26	26	Section 1. Subsection (7) of section 1001.43, Florida 13
27	27	Statutes, is amended to read: 14
28	28	1001.43 Supplemental powers and duties of district school 15
29	29	board.—The district school board may exercise the following 16
30	30	supplemental powers and duties as authorized by this code or 17
31	31	State Board of Education rule. 18
32	32	(7) FIRST AID AND EMERGENCIES. —The district school board : 19
33	33	(a) May adopt programs and policies to ensure appropriate 20
34	34	response in emergency situations; the provision of first aid to 21
35	35	individuals, the student body, and school personnel; and the 22
36	36	effective management of student illness, which programs and 23
37	37	policies may include, but are not limited to: 24

51	51	care and the provision of school health care facilities and 26

53	53	2.(b) The provision of school safety patrol. 28
54	54	3.(c) Procedures for reporting hazards, including threats 29
55	55	of nature, bomb threats, threatening messages, and similar 30
56	56	occurrences, and the provision of warning systems including 31
57	57	alarm systems and other technical devices. 32
58	58	4.(d) Procedures for evacuating the classrooms, 33
59	59	playground, or any other district facility. 34
60	60	5.(e) Procedures for reporting accidents, including 35
61	61	traffic accidents and traffic violations involving district -36
62	62	owned vehicles. 37
63	63	6.(f) Student insurance programs. 38
64	64	(b) Shall adopt a policy requiring school personnel to be 39
65	65	certified in cardiopulmonary resuscitation (CPR) with an 40
66	66	emphasis placed on the certification of personnel involved in 41
67	67	school athletics or food service to enable per sonnel to respond 42
68	68	to a health emergency before the arrival of emergency 43
69	69	responders. The policy shall provide for the percentage of 44
70	70	school personnel who must be certified in CPR and for the 45
71	71	staggered implementation of such requirement as follows: 46
72	72	1. For the 2025-2026 school year, school personnel at high 47
73	73	schools within the district must be certified in cardiopulmonary 48
74	74	resuscitation. 49
75	75	2. For the 2026-2027 school year, school personnel at high 50

88	88	schools and middle schools within the district must be certified 51
89	89	in cardiopulmonary resuscitation. 52
90	90	3. For the 2027-2028 school year, school personnel at high 53
91	91	schools, middle schools, and elementary schools within the 54
92	92	district must be certified in cardiopulmonary resuscitation. 55
93	93	Section 2. This act shall take effect July 1, 2024. 56
