An act relating to cardiopulmonary resuscitation in K -2 
12 schools; amending s. 1001.43, F.S.; requiring 3 
district school boards to adopt a policy requiring 4 
certain school personnel to be certified in 5 
cardiopulmonary resuscitation; providing requirements 6 
for such policy; providing for the staggered 7 
implementation of such policy; providing an effective 8 
date. 9

Be It Enacted by the Legislature of the State of Florid a: 11 
 12 
 Section 1.  Subsection (7) of section 1001.43, Florida 13 
Statutes, is amended to read: 14 
 1001.43  Supplemental powers and duties of district school 15 
board.—The district school board may exercise the following 16 
supplemental powers and duties as authorized by this code or 17 
State Board of Education rule. 18 
 (7)  FIRST AID AND EMERGENCIES. —The district school board : 19 
 (a) May adopt programs and policies to ensure appropriate 20 
response in emergency situations; the provision of first aid to 21 
individuals, the student body, and school personnel; and the 22 
effective management of student illness, which programs and 23 
policies may include, but are not limited to: 24 
 1.(a) The provision of first aid and emergency medical 25

care and the provision of school health care facilities and 26 
services. 27 
 2.(b) The provision of school safety patrol. 28 
 3.(c) Procedures for reporting hazards, including threats 29 
of nature, bomb threats, threatening messages, and similar 30 
occurrences, and the provision of warning systems including 31 
alarm systems and other technical devices. 32 
 4.(d) Procedures for evacuating the classrooms, 33 
playground, or any other district facility. 34 
 5.(e) Procedures for reporting accidents, including 35 
traffic accidents and traffic violations involving district -36 
owned vehicles. 37 
 6.(f) Student insurance programs. 38 
 (b)  Shall adopt a policy requiring school personnel to be 39 
certified in cardiopulmonary resuscitation (CPR) with an 40 
emphasis placed on the certification of personnel involved in 41 
school athletics or food service to enable per sonnel to respond 42 
to a health emergency before the arrival of emergency 43 
responders. The policy shall provide for the percentage of 44 
school personnel who must be certified in CPR and for the 45 
staggered implementation of such requirement as follows: 46 
 1.  For the 2025-2026 school year, school personnel at high 47 
schools within the district must be certified in cardiopulmonary 48 
resuscitation. 49 
 2.  For the 2026-2027 school year, school personnel at high 50

schools and middle schools within the district must be certified 51 
in cardiopulmonary resuscitation. 52 
 3.  For the 2027-2028 school year, school personnel at high 53 
schools, middle schools, and elementary schools within the 54 
district must be certified in cardiopulmonary resuscitation. 55 
 Section 2.  This act shall take effect July 1, 2024. 56
