5353 Section 1. Paragraph (b) of subsection (2) of section 28

5757 (2) UNIFORM CORE CURRICULA AND CANDIDATE ASSESSMENT. — 32
5858 (b) The rules to establish uniform core curricula for each 33
5959 state-approved teacher preparation program must include, but are 34
6060 not limited to, the following: 35
6161 1. Candidate instruction and assessment in the Florida 36
6262 Educator Accomplished Practices across content areas. 37
6363 2. The use of state -adopted content standards to guide 38
6464 curricula and instruction. 39
6565 3. Scientifically researched and evidence -based reading 40
6666 instructional strategies grounded in the science of reading 41
6767 which improve reading performance for all students, including 42
6868 explicit, systematic, and sequential approaches to teaching 43
6969 phonemic awareness, phonics, vocabulary, fluency, and text 44
7070 comprehension and multisensory intervention strategies. The 45
7171 primary instructional strateg y for teaching word reading is 46
7272 phonics instruction for decoding and encoding. Instructional 47
7373 strategies for foundational skills may not employ the three -48
7474 cueing system model of reading or visual memory as a basis for 49

128128 (3) Educator preparation institutes approved pursuant to 79

131131 degree holders to enable program participants to meet the 82
132132 educator certification requirements of s. 1012.56. An educator 83
133133 preparation institute choosing to offer a competency -based 84
134134 certification program pursuant to the provisions of this section 85
135135 must implement a program developed by the institute and approved 86
136136 by the department for this purpose. Approved programs shall be 87
137137 available for use by other approved educator preparation 88
138138 institutes. 89
139139 (a) Within 90 days after receipt of a request for 90
140140 approval, the Departmen t of Education shall approve a 91
141141 preparation program pursuant to the requirements of this 92
142142 subsection or issue a statement of the deficiencies in the 93
143143 request for approval. The department shall approve a 94
144144 certification program if the institute provides evidence of the 95
145145 institute's capacity to implement a competency -based program 96
146146 that instructs and assesses each candidate in the following: 97
147147 1.a. The Florida Educator Accomplished Practices approved 98

323323 2. For a subject area specialization for which the state 214
324324 board otherwise requires a bachelor's degree, documents 48 215
325325 months of active-duty military service with an honorable 216
326326 discharge or a medical separation; completes the req uirements 217

390390 (1) Notwithstanding the provisions of ss. 1012.32, 257
391391 1012.55, and 1012.56, or any other provision of law or rule to 258
392392 the contrary, district school boards and charter school 259
393393 governing boards shall adopt rules to allow for the issuance of 260
394394 an adjunct teaching certificate to any applicant who fulfills 261
395395 the requirements of s. 1012.56(2)(a)-(g) s. 1012.56(2)(a)-(f) 262
396396 and (11) and who has expertise in the subject area to be taught. 263
397397 An applicant is considered to have expertise in the subject area 264
398398 to be taught if the applicant demonstrates sufficient subject 265
399399 area mastery through passage of a subject area test or has 266
400400 achieved an industry certification in the subject area to be 267
401401 taught. 268
402402 Section 5. Section 1012.5841, Florida Statutes, is created 269

423423 (2) Beginning with the 2025 -2026 school year, the 278
424424 department shall incorporate the training included in the list 279
425425 required under subsection (1) into existing requirements for the 280
426426 continuing education or inservice training of instructional 281
427427 personnel. The requirements of this section may not add to the 282
428428 total hours required for continuing education or inservice 283
429429 training as currently established by the department. 284
430430 (3) A person has no cause of action for any loss or damage 285
431431 caused by an act or omission resulting from the implementation 286
432432 of this section or resulting from any training required by this 287
433433 section unless the loss or damage was caused by willful or 288
434434 wanton misconduct. This section does not create any new duty of 289
435435 care or basis of liability. 290
436436 (4) The State Board of Education may adopt rules to 291
437437 implement this section. 292
438438 Section 6. This act shall take effect July 1, 2024. 293
