215.55861, F.S.; exempting certain applications and 3 
inspection reports submitted to the My Safe Florida 4 
Home Program from public records requirements; 5 
providing for future review and repeal; providing a 6 
statement of public necessity; providing an effective 7 
date. 8

Be It Enacted by the Legislature of the State of Florida: 10 
 11 
 Section 1.  Section 215.55861, Flor ida Statutes, is created 12 
to read: 13 
 215.55861  My Safe Florida Home Program public records 14 
exemption.—Applications and inspection reports submitted by 15 
applicants to the My Safe Florida Home Program under s. 16 
215.5586, no matter the date of submission, are ex empt from s. 17 
119.07(1) and s. 24(a), Art. I of the State Constitution. This 18 
section is subject to the Open Government Sunset Review Act in 19 
accordance with s. 119.15 and is repealed on October 2, 2029, 20 
unless reviewed and saved from repeal through reenactme nt by the 21 
Legislature. 22 
 Section 2.  The Legislature finds that it is a public 23 
necessity that applications and inspection reports submitted to 24 
the My Safe Florida Home Program be made exempt from s. 25

119.07(1) and s. 24(a), Art. I of the State Constitution . These 26 
documents contain personal information, including but not 27 
limited to names, e-mail addresses, mailing addresses, telephone 28 
numbers. This information is unique to each individual and, when 29 
combined with other personal identifying information, can be 30 
used for identity theft, consumer scams, unwanted solicitations, 31 
or other invasive contact. Additionally, applications and 32 
inspection reports contain detailed descriptions and pictures of 33 
the inside and outside of applicants' homes, including private 34 
areas, points of entry, and other vulnerabilities. The public 35 
availability of these records put applicants of the My Safe 36 
Florida Home Program at increased risk of home invasions and 37 
reduces privacy in their homes. 38 
 Section 3.  This act shall take effect upon becoming a law. 39
