5151 Section 1. Section 11.133, Florida Statutes, is created to 26

5353 11.133 Legislative Compensation Advisory Council. — 28
5454 (1) There is created the Legislative Compensation Advisory 29
5555 Council. The Office of Legislative Services shall provide 30
5656 administrative support to the council. The purpose of the 31
5757 council is to study and make recommendations to the Legislature 32
5858 concerning the compensation of legislators. 33
5959 (2) The council shall be composed of the following 34
6060 members, who shall be appointed no later than July 1, 2024: 35
6161 (a) One member who is a former member of t he Legislature, 36
6262 appointed by the President of the Senate. 37
6363 (b) One member appointed by the President Pro Tempore of 38
6464 the Senate. 39
6565 (c) One member appointed by the Majority Leader of the 40
6666 Senate. 41
6767 (d) One member appointed by the Minority Leader of the 42
6868 Senate. 43
6969 (e) One member who is a former member of the Legislature, 44
7070 appointed by the Speaker of the House of Representatives. 45
7171 (f) One member appointed by the Speaker Pro Tempore of the 46

8989 (i) One member appointed by the Governor. 52
9090 (3)(a) A member appointed pursuant to paragraph (2)(b), 53
9191 paragraph (2)(c), paragraph (2)(d), paragraph (2)(f), paragraph 54
9292 (2)(g), paragraph (2)(h), or paragraph (2)(i) may not be a 55
9393 current member of the Legislature, a current employee of the 56
9494 Legislature, or a registered lobbyist. 57
9595 (b) Each member shall be appoin ted to a term of 4 years. 58
9696 However, for the purpose of achieving staggered terms, the 59
9797 members initially appointed under paragraphs (2)(a), (b), (e), 60
9898 and (f) shall each serve a 2 -year term. A vacancy must be filled 61
9999 for the remainder of the unexpired term in the same manner as 62
100100 the initial appointment. 63
101101 (c) The council shall elect a chair from among its 64
102102 members. 65
103103 (d) Members of the council are eligible for reappointment. 66
104104 (4) The council shall hold its first meeting no later than 67
105105 September 1, 2024, and shall meet monthly thereafter, or upon 68
106106 the call of the chair. After January 1, 2025, the council shall 69
107107 meet quarterly. Members may attend meetings by means of 70
108108 communications media technology as defined in s. 120.54(5)(b)2. 71
109109 (5) The council shall do all of the following: 72
110110 (a) Conduct a comprehensive study of the compensation, 73
111111 salary, and retirement benefits of the members of the 74
112112 Legislature. 75

125125 (b) Make recommendations for the rates of compensation and 76
126126 retirement benefits for the members of the Legislature. 77
127127 (6) By January 1, 2025, and every other January 1 78
128128 thereafter, the council shall submit a report to the President 79
129129 of the Senate and the Speaker of the House of Representatives. 80
130130 The report must contain the information required by subsection 81
131131 (5) and any other information the council deems appropriate. 82
132132 Section 2. This act shall take effect upon becoming a law. 83
