51	51	Section 1. Section 11.133, Florida Statutes, is created to 26

53	53	11.133 Legislative Compensation Advisory Council. — 28
54	54	(1) There is created the Legislative Compensation Advisory 29
55	55	Council. The Office of Legislative Services shall provide 30
56	56	administrative support to the council. The purpose of the 31
57	57	council is to study and make recommendations to the Legislature 32
58	58	concerning the compensation of legislators. 33
59	59	(2) The council shall be composed of the following 34
60	60	members, who shall be appointed no later than July 1, 2024: 35
61	61	(a) One member who is a former member of t he Legislature, 36
62	62	appointed by the President of the Senate. 37
63	63	(b) One member appointed by the President Pro Tempore of 38
64	64	the Senate. 39
65	65	(c) One member appointed by the Majority Leader of the 40
66	66	Senate. 41
67	67	(d) One member appointed by the Minority Leader of the 42
68	68	Senate. 43
69	69	(e) One member who is a former member of the Legislature, 44
70	70	appointed by the Speaker of the House of Representatives. 45
71	71	(f) One member appointed by the Speaker Pro Tempore of the 46

89	89	(i) One member appointed by the Governor. 52
90	90	(3)(a) A member appointed pursuant to paragraph (2)(b), 53
91	91	paragraph (2)(c), paragraph (2)(d), paragraph (2)(f), paragraph 54
92	92	(2)(g), paragraph (2)(h), or paragraph (2)(i) may not be a 55
93	93	current member of the Legislature, a current employee of the 56
94	94	Legislature, or a registered lobbyist. 57
95	95	(b) Each member shall be appoin ted to a term of 4 years. 58
96	96	However, for the purpose of achieving staggered terms, the 59
97	97	members initially appointed under paragraphs (2)(a), (b), (e), 60
98	98	and (f) shall each serve a 2 -year term. A vacancy must be filled 61
99	99	for the remainder of the unexpired term in the same manner as 62
100	100	the initial appointment. 63
101	101	(c) The council shall elect a chair from among its 64
102	102	members. 65
103	103	(d) Members of the council are eligible for reappointment. 66
104	104	(4) The council shall hold its first meeting no later than 67
105	105	September 1, 2024, and shall meet monthly thereafter, or upon 68
106	106	the call of the chair. After January 1, 2025, the council shall 69
107	107	meet quarterly. Members may attend meetings by means of 70
108	108	communications media technology as defined in s. 120.54(5)(b)2. 71
109	109	(5) The council shall do all of the following: 72
110	110	(a) Conduct a comprehensive study of the compensation, 73
111	111	salary, and retirement benefits of the members of the 74
112	112	Legislature. 75

125	125	(b) Make recommendations for the rates of compensation and 76
126	126	retirement benefits for the members of the Legislature. 77
127	127	(6) By January 1, 2025, and every other January 1 78
128	128	thereafter, the council shall submit a report to the President 79
129	129	of the Senate and the Speaker of the House of Representatives. 80
130	130	The report must contain the information required by subsection 81
131	131	(5) and any other information the council deems appropriate. 82
132	132	Section 2. This act shall take effect upon becoming a law. 83
