Section 11.133, Florida Statutes, is created to 26 read: 27 11.133 Legislative Compensation Advisory Council. — 28 (1) There is created the Legislative Compensation Advisory 29 Council. The Office of Legislative Services shall provide 30 administrative support to the council. The purpose of the 31 council is to study and make recommendations to the Legislature 32 concerning the compensation of legislators. 33 (2) The council shall be composed of the following 34 members, who shall be appointed no later than July 1, 2024: 35 (a) One member who is a former member of t he Legislature, 36 appointed by the President of the Senate. 37 (b) One member appointed by the President Pro Tempore of 38 the Senate. 39 (c) One member appointed by the Majority Leader of the 40 Senate. 41 (d) One member appointed by the Minority Leader of the 42 Senate. 43 (e) One member who is a former member of the Legislature, 44 appointed by the Speaker of the House of Representatives. 45 (f) One member appointed by the Speaker Pro Tempore of the 46 House of Representatives. 47 (g) One member appointed by the Majority Leade r of the 48 House of Representatives. 49 (h) One member appointed by the Minority Leader of the 50 HB 1121 2024 CODING: Words stricken are deletions; words underlined are additions. hb1121-00 Page 3 of 4 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S House of Representatives. 51 (i) One member appointed by the Governor. 52 (3)(a) A member appointed pursuant to paragraph (2)(b), 53 paragraph (2)(c), paragraph (2)(d), paragraph (2)(f), paragraph 54 (2)(g), paragraph (2)(h), or paragraph (2)(i) may not be a 55 current member of the Legislature, a current employee of the 56 Legislature, or a registered lobbyist. 57 (b) Each member shall be appoin ted to a term of 4 years. 58 However, for the purpose of achieving staggered terms, the 59 members initially appointed under paragraphs (2)(a), (b), (e), 60 and (f) shall each serve a 2 -year term. A vacancy must be filled 61 for the remainder of the unexpired term in the same manner as 62 the initial appointment. 63 (c) The council shall elect a chair from among its 64 members. 65 (d) Members of the council are eligible for reappointment. 66 (4) The council shall hold its first meeting no later than 67 September 1, 2024, and shall meet monthly thereafter, or upon 68 the call of the chair. After January 1, 2025, the council shall 69 meet quarterly. Members may attend meetings by means of 70 communications media technology as defined in s. 120.54(5)(b)2. 71 (5) The council shall do all of the following: 72 (a) Conduct a comprehensive study of the compensation, 73 salary, and retirement benefits of the members of the 74 Legislature. 75 HB 1121 2024 CODING: Words stricken are deletions; words underlined are additions. hb1121-00 Page 4 of 4 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S (b) Make recommendations for the rates of compensation and 76 retirement benefits for the members of the Legislature. 77 (6) By January 1, 2025, and every other January 1 78 thereafter, the council shall submit a report to the President 79 of the Senate and the Speaker of the House of Representatives. 80 The report must contain the information required by subsection 81 (5) and any other information the council deems appropriate. 82 Section 2. This act shall take effect upon becoming a law. 83
