126- (a) The Legislature finds that there is a critical 77
127-shortage of behavioral health professionals and recognizes the 78
128-urgent need to expand the existing behavioral health workforce, 79
129-prepare for an aging workforce, incentivize entry into 80
130-behavioral health professions, and train a modernized workforce 81
131-in innovative integrated care. 82
132- (b) The Legislature finds there is a specific need to 83
133-support a behavioral health education system that not only 84
134-trains the next generation of professionals in innovative and 85
135-integrated care for those with behavioral health needs, but also 86
136-works to modernize the state's overall behavioral health system 87

138- (c) The Legislature intends to identify and designate 89
139-multiple behavioral health teaching hospitals that work to 90
140-provide the necessary research, education, and services to 91
141-enhance the state's behavioral health workforce and make that 92
142-workforce and system of care the national standard. 93
143- (d) The Legislature intends to create the Florida Center 94
144-for Behavioral Health Workforce within the Louis de la Parte 95
145-Florida Mental Health Institute to address issues of workforce 96
146-supply and demand in behavioral health professions , including 97
147-issues of recruitment, retention, and workforce resources. 98
148- (e) The Legislature intends for designated behavioral 99
149-health teaching hospitals to: 100
125+support a behavioral health education system that not only 76
126+trains the next generation of professionals in innovative and 77
127+integrated care for those with behavio ral health needs, but also 78
128+works to modernize the state's overall behavioral health system 79

130+ (c) Therefore, the Legislature intends to identify and 81
131+designate multiple behavioral health teaching hospitals that 82
132+work to provide the necessary research , education, and services 83
133+to not only enhance this state's behavioral health workforce, 84
134+but to make that workforce and system of care the national 85
135+standard. The Legislature intends to partner with the University 86
136+of South Florida and Tampa General Hospital to establish a pilot 87
137+designated behavioral health teaching hospital to develop and 88
138+implement a statewide model, and further intends to create the 89
139+Behavioral Health Workforce Center within the university's Louis 90
140+de la Parte Florida Mental Health Institute t o address issues of 91
141+workforce supply and demand in behavioral health professions, 92
142+including issues of recruitment, retention, and workforce 93
143+resources. 94
144+ (d) The Legislature intends for designated behavioral 95
145+health teaching hospitals to: 96
146+ 1. Focus on state-of-the-art behavioral health research. 97
147+ 2. Provide leading-edge education and training for this 98
148+state's behavioral health workforce in innovative and integrated 99

223-integrated workforce development programs for the behavioral 150
199+ (c) Develop and maintain a consultation agreement with the 126
200+Louis de la Parte Florida Mental Health Institute as established 127
201+in s. 1004.44, including with the Florida Center for Behavioral 128
202+Health Workforce. 129
203+ (d) As part of its partnership with a university school of 130
204+medicine, develop a plan that meets all of the following 131

206+ 1. Promotes a coordinated system of care which offers 133
207+inpatient and outpatient treatment and services for individuals 134
208+with behavioral health needs, including, but not limited to, 135

243-implementation of the plan developed under paragraph (2)(e). 158
244- (c) Within 90 days after designation, enter into an 159

257-the Slots for Doctors Program established in s. 409.909. 172
258- (b) Through the Training, Education, and Clinicals in 173
259-Health (TEACH) Funding Pr ogram established in s. 409.91256 to 174
260-offset the costs of maintaining integrated workforce development 175
236+Institute.—There is established the Louis de la Parte Florida 151
237+Mental Health Institute within the University of South Florida. 152
238+ (6)(a) There is established, within the institute, the 153
239+Florida Center for Behavioral Health Workforce to address issues 154
240+of workforce supply and de mand in behavioral health professions, 155
241+including issues of recruitment, retention, and workforce 156
242+resources. 157
243+ (b) The primary goals for the center are to: 158
244+ 1. Develop a strategic statewide plan for the behavioral 159
245+health workforce in this state by: 160
246+ a. Conducting a statistically valid biennial data -driven 161
247+analysis of the supply and demand of the behavioral health 162
248+workforce. To achieve such goal, the center must: 163
249+ (I) Establish and maintain a database on the supply and 164
250+demand of behavioral health professio nals in this state, to 165
251+include current supply and demand; and 166
252+ (II) Analyze the current and future supply and demand in 167
253+the state. 168
254+ b. Developing recommendations and strategies to increase 169
255+behavioral health faculty and educational supervision, support 170
256+behavioral health faculty development, and promote advanced 171
257+behavioral health education. 172
258+ c. Developing best practices in the academic preparation 173
259+and continuing education needs of qualified behavioral health 174

290-valid for 2 years. To renew the designation, a hospital must 193
291-submit an application for renewa l to the agency on a form 194
292-established by the agency at least 90 days before the expiration 195
293-of the designation. The renewal process is subject to the time 196
294-periods and tolling provisions of s. 120.60. The agency may 197
295-deny, revoke, or suspend a designation at any time if a 198
296-behavioral health teaching hospital is not in compliance with 199
297-the requirements of this section. 200

274+employment, distribution, and retention. 177
275+ e. Piloting innovative projects to support the 178
276+recruitment, development, and retention of qualified behavioral 179
277+health faculty and clinical preceptors. 180
278+ f. Encouraging and coordinating the developmen t of 181
279+academic-practice partnerships, to support behavioral health 182
280+faculty employment and advancement. 183
281+ g. Developing distance learning infrastructure for 184
282+behavioral health education and advancing faculty competencies 185
283+in the pedagogy of teaching and the ev idence-based use of 186
284+technology, simulation, and distance learning techniques. 187
285+ 2. Enhance and promote behavioral health professionals in 188
286+this state by developing and promoting: 189
287+ a. Behavioral health excellence programs; 190
288+ b. Reward, recognition, and renewal activities; and 191
289+ c. Media and image-building efforts. 192
290+ 3. Convene various groups representative of behavioral 193
291+health professions, other health care providers, business and 194
292+industry, consumers, lawmakers, and educators to: 195
293+ a. Review and comment on data analysis prepared for the 196
294+center; 197
295+ b. Recommend systemic changes, including strategies for 198
296+implementation of recommended changes; and 199
297+ c. Evaluate and report the results of these efforts to the 200

310- (7) There is established within the agency a grant program 201
311-for the purpose of funding designated behavioral health teaching 202
312-hospitals, subject t o legislative appropriation. Grant funding 203
313-may be used for operations and expenses and fixed capital 204
314-outlay, including, but not limited to, facility renovation and 205
315-upgrades. 206
316- (a) Beginning October 1, 2024, and subject to the 207
317-availability of funds, the age ncy shall hold an annual open 208
318-application period to accept applications from designated 209
319-behavioral health teaching hospitals on a form established by 210
320-the agency. Applicants must include a detailed spending plan 211
321-with the application. 212
322- (b) The agency, in co nsultation with the department, shall 213
323-evaluate and rank grant applications based on the quality of the 214
324-plan submitted under paragraph (2)(e), or the quality of plan 215
325-implementation, as applicable, related to achieving the purposes 216
326-of the behavioral health t eaching hospital program and make 217
327-recommendations for grant awards and distribution of available 218
328-funding for such awards. The agency shall submit the evaluation 219
329-and grant award recommendations to the President of the Senate 220
330-and the Speaker of the House of Representatives within 90 days 221
331-after the close of the open application period. 222
332- (c) Notwithstanding ss. 216.181 and 216.292, the agency 223
333-may submit budget amendments, subject to the notice, review, and 224
334-objection procedures under s. 216.177, requesting the release of 225

311+ (c) The center may request from any board as defined in s. 202
312+456.001, and the board must provide to the center upon its 203
313+request, any information held by the board regarding a 204
314+behavioral health professional licensed in this state or holding 205
315+a multistate license pursuant to a p rofessional multistate 206
316+licensure compact or information reported to the board by 207

435+Florida's behavioral health system in general, including, but 290

437+ (a) An analysis of Florida's behavioral health workforce 292

439+ (b) An evaluation of how to best promote, integrate, and 294
440+incentivize the establishment of behavioral health teaching 295
441+hospitals, as detailed in this act. 296
