Specifies that issuance of guidance document or other statement interpreting statute without express statutory delegation to issue such guidance is an invalid exercise; requires statement of estimated regulatory costs for proposed or existing rules; requires retrospective cost-benefits analysis for specified rules after specified period; requires publication of materials used to produce estimates of regulatory costs in specified fashion; provides additional requirements for cost-benefit analyses; revises requirements for review of rules by JPAC; requires additional information to be published in FAC; provides for expiration of rules after specified period unless readopted; provides requirements for readoption process; providing exceptions to expiration & requires review of such exempt rules; provides for limited extension of expiration in certain circumstances; provides that party subject to enforcement action may challenge action on basis that agency lacked statutory authority for rule or guidance document; provides for challenges to rules for failure to comply with specified provisions.

Authorizes specified property appraisers to budget for & pay specified bonuses to employees, pending specified approval.

Provides registration requirement for offices that perform specified surgeries; revises standards of practice for office surgeries & health care professionals who practice at such offices; provides liability requirements.

Prohibits carrying of concealed handgun or unconcealed firearm without license & possession of such handgun or firearm without valid identification; repeals provisions relating to arrests without warrant & exemption from licensing requirements for law enforcement officers; allows open carrying of any otherwise legal firearm or electric weapon or device; revises list of places into which person may not carry handgun or concealed weapon or concealed firearm; provides exceptions; deletes provisions relating to open carry, collection of fees for licenses to carry concealed weapons or concealed firearms, allowing school districts to restrict possession of firearm in vehicle, exceptions to statutory protections of right to keep & bear arms in motor vehicles; revises definition of “bump-fire stock”; repeals provisions for risk protection orders.

Requires original equipment manufacturer to make available any documentation, parts, & tools, required for diagnosis, maintenance, or repair of motorized wheelchair & parts for motorized wheelchair; requires original equipment manufacturer of motorized wheelchair with electronic security lock to make available any special documentation, parts, & tools, needed to access & reset lock when disabled in course of diagnosis, maintenance, or repair of motorized wheelchair; provides that violation of act is unlawful practice under Florida Deceptive & Unfair Trade Practices Act; provides that original equipment manufacturer is not required to divulge trade secrets.

Authorizes photography at polling rooms & early voting areas at specified times.

Revises notification requirements for removing guests from public lodging & public food service establishments; requires public food service establishments that charge operations charge to provide specified notice; prohibits public food service establishments that charge operations charge that is used to compensate employees from also charging automatic gratuity; requires bills & receipts to contain certain information; prohibits private cause of action.

Defines "contractor performing state functions"; provides for reclassification of certain offenses committed against contractor performing state functions.

Provides eligibility requirements; requires community-based care lead agency to calculate amount of financial assistance based on certain factors; requires community-based care lead agency to enter into formal agreements with eligible young adults; provides requirements for such agreement; requires community-based care lead agency to terminate agreement; requires specified notice be given to young adult before agreement is terminated; specifies circumstances under which community-based care lead agency can enter into subsequent agreement; provides duties of community-based care lead agency; prohibits community-based care lead agency from charging fee for certain services; requires DCF to advertise independent living housing grant & provide relevant information to certain person.

Provides that employer is not subject to state minimum wage requirements for specified employees; prohibits certain work-based learning opportunities from lasting longer than specified amount of time; authorizes employees to voluntarily opt out of state minimum wage requirements by signing waiver; prohibits employer from coercing employee into opting out of state minimum wage; provides requirements in order for waiver to be effective for minor employee; requires employers to pay employee at or above federal minimum wage; provides that employee's waiver to opt out of state minimum wage is only valid for specified timeframe.

Prohibits reservation at public food service establishment from being listed, advertised, promoted, or sold through third-party reservation platform; provides exception; authorizes Division of Hotels & Restaurants of DBPR to impose civil penalty not to exceed specified amount for violation of this act or of division rule; provides that such violations shall accrue on daily basis for certain establishments.

Defines "furthermost left-hand lane"; prohibits driver from operating motor vehicle in furthermost left-hand lane on specified roadways; provides exceptions; provides nonapplicability; requires DOT to make certain designations & install specified signage.

Revises definition; provides exception to prohibition of facility engaging in extraordinary collection action to obtain payment for services for sale of certain debt.

Requires state agencies to update geographic materials to reflect new federal designation of "Gulf of Mexico" as "Gulf of America"; & requires instructional materials & library media center collections adopted or acquired by certain entities on or after specified date to reflect new federal designation of "Gulf of Mexico" as "Gulf of America".

Requires local enforcement agency to issue permit for fire alarm system project or fire sprinkler system project within specified time period; authorizes work to commence immediately; requires local enforcement agency to provide inspection within specified timeframe; requires that certain plans & specifications be available for onsite plans review during inspection; requires contractor to provide additional documents, if necessary, within specified timeframe; prohibits local enforcement agency from requiring additional plans reviews or documentation outside scope of permitted work; requires that permit fees be refunded by certain percentage if local government fails to meet certain deadlines; provides exceptions; requires local enforcement agencies to establish simplified permitting process by specified date; provides that county or municipality may only enforce ordinance that has been sent to Florida Building Commission & State Fire Marshal as of certain date; requires uniform summary inspection report to include specified information; removes requirement for brief summary of deficiencies; requires contractor's detailed inspection report to be provided along with uniform summary inspection report; removes exception from submitting certain information within detailed inspection report.
