An act relating to the emergency communications state 2 
plan; amending s. 365.171, F.S.; defining the term 3 
"first responder"; amending s. 401.465, F.S.; 4 
conforming a cross-reference; providing an effective 5 
date. 6

Be It Enacted by the Legislature of the State of Florida: 8 
 9 
 Section 1.  Subsection (3) of section 365.171, Florida 10 
Statutes, is amended to read: 11 
 365.171  Emergency communications state plan .— 12 
 (3)  DEFINITIONS.—As used in this section, the term: 13 
 (a)  "First responder" means any of the following persons 14 
who is a full-time paid employee, a part -time paid employee, or 15 
an unpaid volunteer: 16 
 1.  A correctional officer as defined in s. 943.10(2) . 17 
 2.  A federal law enforcement officer as defined in s. 18 
901.1505(1). 19 
 3.  A firefighter as defined in s. 633.102 . 20 
 4.  A law enforcement officer as defined in s. 943.10(1) . 21 
 5.  A paramedic or emergency medical technician as defined 22 
in s. 401.23. 23 
 6.  A 911 public safety telecommunicator as defined in s. 24 
401.465(1). 25

 (b)  "Local government" means any city, county, or 26 
political subdivision of the state and its agencies. 27 
 (c)(a) "Office" means the Division of Telecommunications 28 
within the Department of Mana gement Services, as designated by 29 
the secretary of the department. 30 
 (d)(c) "Public agency" means the state and any city, 31 
county, city and county, municipal corporation, chartered 32 
organization, public district, or public authority located in 33 
whole or in part within this state which provides, or has 34 
authority to provide, firefighting, law enforcement, ambulance, 35 
medical, or other emergency services. 36 
 (e)(d) "Public safety agency" means a functional division 37 
of a public agency which provides fi refighting, law enforcement, 38 
medical, or other emergency services. 39 
 Section 2.  Paragraph (c) of subsection (1) of section 40 
401.465, Florida Statutes, is amended to read: 41 
 401.465  911 public safety telecommunicator certification. — 42 
 (1)  DEFINITIONS.—As used in this section, the term: 43 
 (c)  "Public safety agency" has the same meaning as in s. 44 
365.171(3) s. 365.171(3)(d). 45 
 Section 3. This act shall take effect July 1, 2025. 46
