Paragraph (a) of subsection (7) of section 14 381.986, Florida Statutes, is amended, and paragraph (f) is 15 added to that subsection, to read: 16 381.986 Medical use of marijuana. — 17 (7) IDENTIFICATION CARDS. — 18 (a) The department shall issue medical marijuana use 19 registry identification cards for qualified patients and 20 caregivers who are residents of this state, which must be 21 renewed biennially annually. The identification cards must be 22 resistant to counterfeiting and tampering and must include, at a 23 minimum, the following: 24 1. A full-face, passport-type, color photograph of the 27 qualified patient or caregiver taken within the 90 days 28 immediately preceding registration or the Florida dr iver license 29 or Florida identification card photograph of the qualified 30 patient or caregiver obtained directly from the Department of 31 Highway Safety and Motor Vehicles. 32 3. Identification as a qualified patient or a caregiver. 33 4. The unique numeric iden tifier used for the qualified 34 patient in the medical marijuana use registry. 35 5. For a caregiver, the name and unique numeric identifier 36 of the caregiver and the qualified patient or patients that the 37 caregiver is assisting. 38 6. The expiration date of th e identification card. 39 (f) The department may not charge a fee for the issuance, 40 replacement, or renewal of an identification card for a 41 qualified patient who is a veteran, as defined in s. 1.01(14), 42 if the veteran's DD-214 form is included with the appl ication 43 for the identification card. 44 Section 2. This act shall take effect July 1, 2025. 45
