17	17	requiring that all sanitary and storm water systems in 4
18	18	counties and municipalities comply with specified 5
19	19	state Department of Transportation standards for 6
20	20	certain elements; providing inspection requirements 7
21	21	for such systems; specifying that certain local 8
22	22	standards are superseded; providing a finding of an 9
23	23	important state interest; providing an effective date. 10

25	25	Be It Enacted by the Legislature of the State of Florida: 12
26	26	13
27	27	Section 1. Section 125.5695, Florida Statutes, is created 14
28	28	to read: 15
29	29	125.5695 Standards for sanitary and storm water systems. — 16
30	30	(1) All sanitary and storm water systems, including 17
31	31	laterals, sewer pipe, storm pipe, and manhole covers in counties 18
32	32	in this state, when installing new or repairing existing 19
33	33	laterals, sewer pipe, storm pipe, and manhole covers, must 20
34	34	follow the annual state Departme nt of Transportation's Standard 21
35	35	Specifications for Road and Bridge Construction contained in the 22
36	36	sections "Pipe Culverts" and "Pipe Liner." 23
37	37	(2) All final inspections for all laterals, sewer pipe, 24
38	38	storm pipe, and manhole covers in counties must be perform ed by 25

54	54	(3) The standards for installation and inspection in 29
55	55	subsections (1) and (2) supersede all existing an d local 30
56	56	standards in counties. 31
57	57	Section 2. Section 166.04815, Florida Statutes, is created 32
58	58	to read: 33
59	59	166.04815 Standards for sanitary and storm water systems. — 34
60	60	(1) All sanitary and storm water systems, including 35
61	61	laterals, sewer pipe, storm pipe, and manhole covers in 36
62	62	municipalities in this state, when installing new or repairing 37
63	63	existing laterals, sewer pipe, storm pipe, and manhole covers, 38
64	64	must follow the annual state Department of Transportation's 39

88	88	Constitution, the Legislature hereby determines and declares 51
89	89	that this act fulfills an important state interest. 52
90	90	Section 4. This act shall take effect July 1, 2025. 53
