Section 125.5695, Florida Statutes, is created 14 to read: 15 125.5695 Standards for sanitary and storm water systems. — 16 (1) All sanitary and storm water systems, including 17 laterals, sewer pipe, storm pipe, and manhole covers in counties 18 in this state, when installing new or repairing existing 19 laterals, sewer pipe, storm pipe, and manhole covers, must 20 follow the annual state Departme nt of Transportation's Standard 21 Specifications for Road and Bridge Construction contained in the 22 sections "Pipe Culverts" and "Pipe Liner." 23 (2) All final inspections for all laterals, sewer pipe, 24 storm pipe, and manhole covers in counties must be perform ed by 25 HB 739 2025 CODING: Words stricken are deletions; words underlined are additions. hb739-00 Page 2 of 3 F L O R I D A H O U S E O F R E P R E S E N T A T I V E S a licensed engineer, general contractor, or third party 26 inspection company that is not the current licensed operator for 27 the job being inspected. 28 (3) The standards for installation and inspection in 29 subsections (1) and (2) supersede all existing an d local 30 standards in counties. 31 Section 2. Section 166.04815, Florida Statutes, is created 32 to read: 33 166.04815 Standards for sanitary and storm water systems. — 34 (1) All sanitary and storm water systems, including 35 laterals, sewer pipe, storm pipe, and manhole covers in 36 municipalities in this state, when installing new or repairing 37 existing laterals, sewer pipe, storm pipe, and manhole covers, 38 must follow the annual state Department of Transportation's 39 Standard Specifications for Road and Bridge Construc tion 40 contained in the sections "Pipe Culverts" and "Pipe Liner." 41 (2) All final inspections for all laterals, sewer pipe, 42 storm pipe, and manhole covers in municipalities must be 43 performed by a licensed engineer, general contractor, or third 44 party inspection company that is not the current licensed 45 operator for the job being inspected. 46 (3) The standards for installation and inspection in 47 subsections (1) and (2) supersede all existing and local 48 standards in municipalities. 49 Section 3. Pursuant to s. 18, Art. This act shall take effect July 1, 2025. 53
