A bill to be entitled 1 
An act relating to labor negotiations; creating s. 2 
112.3165, F.S.; providing definitions; prohibiting 3 
certain persons from knowingly and intentionally 4 
disclosing certain information unless authorized by 5 
specified persons; requiring persons who receive such 6 
information to refer the person who provided such 7 
information to the Commission on Ethics; providing an 8 
effective date. 9

Be It Enacted by the Legi slature of the State of Florida: 11 
 12 
 Section 1.  Section 112.3165, Florida Statutes, is created 13 
to read: 14 
 112.3165  Disclosure of labor negotiations information. — 15 
 (1)  As used in this section, the term: 16 
 (a)  "Chief executive officer" has the same meaning as in 17 
s. 447.203(9). 18 
 (b)  "Legislative body" has the same meaning as in s. 19 
447.203(10). 20 
 (c)  "Public employer" has the same meaning as in s. 21 
447.203(2). 22 
 (2)(a)  A person who participates in a meeting that is 23 
closed and exempt from s. 286.011 pursuant t o s. 110.201(4) or 24 
s. 447.605(1) may not knowingly and intentionally disclose any 25

information discussed in such meeting, unless such person is 26 
specifically authorized by the chief executive officer or the 27 
legislative body of the public employer to disclose such 28 
information. 29 
 (b)  A person may not knowingly and intentionally disclose 30 
information in work products made confidential and exempt from 31 
s. 119.071(1) pursuant to s. 110.201(4) or s. 447.605(3), unless 32 
such person is specifically authorized by the chi ef executive 33 
officer or the legislative body of the public employer to 34 
disclose such information. 35 
 (3)  A person who knowingly receives information in 36 
violation of subsection ( 2) must refer the person who provided 37 
such information to the commission pursuan t to s. 112.324. 38 
 Section 2. This act shall take effect July 1, 2025. 39
