389389 (2)(a) None of the provisions of this chapter or other 256
390390 laws of this state shall be construed to prohibit or prevent 257
391391 charitable, nonprofit, or veterans' organizations engaged in 258
392392 charitable, civic, community, benevolent, religious, or 259
393393 scholastic works or other similar endeavors, which organizations 260
394394 have been in existence and active for a period of 3 years or 261
395395 more, from conducting bingo games or instant bingo, provided the 262
396396 entire proceeds derived from the conduct of such games, less 263
397397 actual business expense s for articles designed for and essential 264
398398 to the operation, conduct, and playing of bingo or instant 265
399399 bingo, are donated by such organizations to the endeavors 266
400400 mentioned above. In no case may the net proceeds from the 267
401401 conduct of such games be used for any o ther purpose whatsoever. 268
402402 The proceeds derived from the conduct of bingo games or instant 269
403403 bingo shall not be considered solicitation of public donations. 270
404404 (13)(a) Instant bingo tickets must be sold at the price 271
405405 printed on the ticket or on the game flare by the manufacturer, 272
406406 not to exceed $1. Discounts may not be given for the purchase of 273
407407 multiple tickets, nor may tickets be given away free of charge. 274
408408 (b) Each deal of instant bingo tickets must be accompanied 275

423423 (c) Each instant bingo ticket in a deal must bear the same 278
424424 serial number, and there may not be more than one serial number 279
425425 in each deal. Serial numbers printed on a deal of instant bingo 280
426426 tickets may not be repeated by the manufacturer on the same form 281
427427 for a period of 3 years. 282
428428 (d) The serial number for each deal must be clearly and 283
429429 legibly placed on the outside of each deal's package, box, or 284
430430 other container. 285
431431 (e) Instant bingo tickets manufactured, sold, or 286
432432 distributed in this state must comply with the applicable 287
433433 standards on pull-tabs of the North American Gaming Regulators 288
434434 Association, as amended. 289
435435 (f) Except as provided under paragraph (e), an instant 290
436436 bingo ticket manufactured, sold, or distributed in this sta te 291
437437 must: 292
438438 1. Be manufactured so that it is not possible to identify 293
439439 whether it is a winning or losing instant bingo ticket until it 294
440440 has been opened by the player as intended. 295
441441 2. Be manufactured using at least a two -ply paper stock 296
442442 construction so that t he instant bingo ticket is opaque. 297
443443 3. Have the form number, the deal's serial number, and the 298
444444 name or logo of the manufacturer conspicuously printed on the 299
445445 face or cover of the instant bingo ticket. 300

461461 payment is an authentic winning instant bingo ticket for the 304
462462 deal in play. The manufacturer shall provide a written 305
463463 description of the winner protection with each deal of instant 306
464464 bingo tickets. 307
465465 (g) Each manufacturer and distributor that sells or 308
466466 distributes instant bingo tickets in this state to charitable, 309
467467 nonprofit, or veterans' organizations shall prepare an invoice 310
468468 that contains the following information: 311

470470 2. Form number and serial number of each deal sold. 313
471471 3. Number of instant bingo tickets in each deal sold. 314
472472 4. Name of distributor or organization to whom each deal 315

513513 device, or knowingly to permit therein the setting up of any 344
514514 type or plate for any such purpose to be used or distributed in 345
515515 this state, or to be sent out of the state. 346
516516 (3) Nothing in This chapter does not shall make unlawful 347
517517 the printing or production of any advertisement or any lottery 348
518518 ticket for a lottery conducted in any other state or nation 349

534534 the conduct of such a lottery in any other state or nation. This 353
535535 section does not authorize any advertisement within Florida 354
536536 relating to lotteries of any other state or nation, or the sale 355
537537 or resale within Florida of such lottery tickets, chances, or 356
538538 shares to individuals, or any other acts otherwise in violation 357
539539 of any laws of the state. 358

803803 (3) There is a rebuttable presumption that a device, 538
804804 system, or network is a prohibited slot machine or device if it 539
805805 is used to display images of games of chance and is part of a 540
806806 scheme involving any payment or donation of money or its 541

843843 5. Engaging in a common scheme with two or more persons to 566
