28- Section 1. Subsection (3) is added to section 366.075, 15
29-Florida Statutes, to read: 16
30- 366.075 Experimental and transitional rates ; experimental 17
31-mechanisms. 18
32- (3)(a) The commission shall establish an experimental 19
33-mechanism to facilitate energy infrastructure investments in gas 20
34-consistent with the structure set forth in s. 366.99(2) –(6) and 21
35-the intent of s. 366.91(1). Such gas infrastructure investments 22
36-may include only such investments that collect, prepare, clean, 23
37-process, transport, or inject gas as a transportation fuel or 24
38-for pipeline distribution. As used in this subsection, the term 25

22+certain determinations regarding the experimental 9
23+mechanism; defining the term "gas"; requiring the 10
24+commission to adopt rules and propose such rules by a 11

34+to facilitate energy infrastructure investments in gas 21
35+consistent with the structure set forth in s. 366.96(7) and (8) 22
36+and the intent of s. 366.91(1). Such gas infrastructure 23
37+investments may include only such investments that collect, 24
38+prepare, clean, process, transport, or inject gas as a 25

51-"gas" means anaerobic ally generated biogas, landfill gas, or 26
52-wastewater treatment gas produced and collected in this state 27
53-and refined to a methane content of 90 percent or greater which 28
54-may be used as a transportation fuel or pipeline distribution. 29
55- (b) The commission shall adopt rules to implement and 30
56-administer this subsection and shall propose such rules for 31
57-adoption as soon as practicable but no later than January 1, 32
58-2026. Such rules shall provide for the allocation to public 33
59-utility customers of the benefit of any tradea ble energy credits 34
60-and tax savings associated with gas infrastructure investments 35
61-made pursuant to this subsection and shall address the treatment 36
62-of revenues from sales of gas from such investments for 37
63-transportation purposes. 38
64- Section 2. This act shall take effect July 1, 2025. 39
