26-Be It Enacted by the Legislature of the State of Florida: 13

28- Section 1. Paragraph (c) of subsection (2) of section 15
29-98.075, Florida Statutes, is amended to read: 16
30- 98.075 Registration record s maintenance activities; 17
31-ineligibility determinations. — 18
32- (2) DUPLICATE REGISTRATION. 19
33- (c) Information received by the department pursuant to 20
34-from another state or the District of Columbia upon the 21
35-department becoming a member of a nongovernmental entit y as 22
36-provided in subparagraph (b)1., which is confidential or exempt 23
37-pursuant to federal law or the laws of the applicable that state 24
38-or the District of Columbia, is exempt from s. 119.07(1) and s. 25

51-24(a), Art. I of the State Constitution. The department sh all 26
52-provide such information to the supervisors to conduct 27
53-registration list maintenance activities. This paragraph shall 28
54-stand repealed on October 2, 2030, unless reviewed and saved 29
55-from repeal through reenactment by the Legislature. 30
56- Section 2. The Legislature finds that it is a public 31
57-necessity that information received by the Department of State 32
58-from a federal agency, another state, or the District of 33
59-Columbia pursuant to a memorandum of understanding, which is 34
60-confidential or exempt pursuant to fede ral law or the laws of 35
61-the applicable state or the District of Columbia, be made 36
62-confidential and exempt from s. 119.07(1), Florida Statutes, and 37
63-s. 24(a), Article I of the State Constitution. Entering into 38
64-memoranda of understanding for the purpose of sha ring and 39
65-exchanging information to verify voter registration information 40
66-is critical to ensuring the accuracy of the statewide voter 41
67-registration system. Maintaining an accurate statewide voter 42
68-registration system is critical to fair elections in this stat e. 43
69-Without the public records exemption, the department will be 44
70-unable to receive certain information directly from federal 45
71-agencies, other states, or the District of Columbia which might 46
72-otherwise be confidential or exempt pursuant to the laws of 47
73-those jurisdictions, which would impair the ability of the 48
74-department and supervisors of elections to maintain accurate 49
75-voter rolls. As a result, the effective and efficient 50

52+the supervisors to conduct registration list maintenance 27

54+ Section 2. The amendment to s. 98.075(2)(c), Florida 29
55+Statutes, made by this act shall stand repealed on October 2, 30

92- Section 3. This act shall take effect on the same date 55
93-that HB 1381 or similar legislation takes effect , if such 56
94-legislation is adopted in the same legislative session or an 57
95-extension thereof and becomes a law. 58
