A bill to be entitled 1 
An act relating to voting opportunities on Florida 2 
College System institution and state university 3 
campuses; amending s. 101.657, F.S.; requiring the 4 
establishment of certain early voting sites; exempting 5 
such sites from certain parking requirements; amending 6 
s. 101.71, F.S.; requiring the establishment of 7 
certain polling places; amending s. 1001.93, F.S.; 8 
requiring each campus Office of Public Policy t o 9 
publicize certain voting opportunities in a specified 10 
manner; providing an effective date. 11

Be It Enacted by the Legislature of the State of Florida: 13 
 14 
 Section 1.  Paragraphs (b) through (f) of subsection (1) of 15 
section 101.657, Florida Statutes, a re redesignated as 16 
paragraphs (c) through (g), respectively, and a new paragraph 17 
(b) is added to that subsection to read: 18 
 101.657  Early voting. — 19 
 (1) 20 
 (b)  In addition to the early voting sites established 21 
pursuant to paragraph (a), the supervisor of ele ctions of a 22 
county where the main campus of a Florida College System 23 
institution or a state university is located must establish at 24 
least one early voting site at such main campus. The parking 25

requirements of paragraph (a) do not apply to early voting site s 26 
established under this paragraph. 27 
 Section 2.  Subsection (1) of section 101.71, Florida 28 
Statutes, is amended to read: 29 
 101.71  Polling place. — 30 
 (1)(a) There shall be in each precinct in each county one 31 
polling place which shall be accessible to the p ublic on 32 
election day and is managed by a board of inspectors and clerk 33 
of election. Only one elector shall be allowed to enter any 34 
voting booth at a time; no one except inspectors shall be 35 
allowed to speak to the elector while casting his or her vote; 36 
and no inspector shall speak to or interfere with the elector 37 
concerning his or her voting, except to perform the duties as 38 
such inspector. Notwithstanding any other provision of this 39 
chapter, this section shall be applicable where the computer 40 
method of voting is in use, and adequate provision shall be made 41 
for the privacy of the elector while casting his or her vote. 42 
 (b)  In addition to the polling places established in 43 
paragraph (a), there shall be established at least one polling 44 
place on any main campus of a Florida College System institution 45 
or a state university if such campus is located in the county. 46 
 Section 3.  Paragraph (e) is added to subsection (3) of 47 
section 1001.93, Florida Statutes, to read: 48 
 1001.93  Offices of Public Policy Events within t he State 49 
University System.— 50

 (3)  Each state university within the State University 51 
System must have an Office of Public Policy Events and must 52 
appoint a Director of Public Policy Events who is responsible 53 
for the duties and reporting responsibilities of the office. The 54 
office must, at a minimum: 55 
 (e)  Publicize the voting opportunities on campus 56 
established by ss. 101.657 and 101.71 through a thorough public 57 
awareness campaign including, at a minimum, notifying each 58 
student about such voting opportunities through regular and 59 
electronic mail, using social media to bring attention to such 60 
voting opportunities, and posting signage prominently throughout 61 
campus bringing attention to such voting opportunities. 62 
 Section 4. This act shall take effect July 1, 2025. 63
