1919 Be It Enacted by the Legislature of the State of Florida: 8

2121 Section 1. Notwithstanding s. 561.20, Florida Statutes, 10
2222 the Division of Alcoholic Beverages and Tobacco of the 11
2323 Department of Business and Professional Regulation may issue 12
2424 special alcoholic beverage licenses to event centers in the 13
25-Urban Transition Area North of Park Street which have an 14
26-occupancy between 1,100 and 1,400 people and derive no less than 15
27-51 percent of annual gross income from the sale of event center 16
28-tickets and food and nonalcoholic beverages that are prepared, 17
29-served, and consumed on such premises. For the purposes of this 18
30-act, the term "event center" means a facility that routinely 19
31-hosts events for which entrance is by customers who have 20
32-purchased tickets, including, but not limited to, musical 21
33-concerts and art shows; hosts events sponsored or organized by 22
34-nonprofit organizations; and otherwise does not market itself 23
35-primarily as a food service estab lishment. The Division of 24
36-Alcoholic Beverages and Tobacco of the Department of Business 25
25+Urban Transition Area, as established by Section 656.399.19, 14
26+City of Jacksonville Ordinance Code, which event centers have an 15

50- Section 2. For the purposes of this act, the "Urban 29
51-Transition Area North of Park Street" shall mean the area 30

54-All of lots 3, 4, and 9, the north 60.0 feet of lot 8, the 33
55-south 10.0 feet of the west 10.0 feet of lot 2, and the 34
56-south 10.0 feet of l ot 10, block 29, the Chamberlain and 35
57-Barretts subdivision, according to the plat thereof 36
58-recorded in plat book 1, pages 117 and 120 of the former 37
59-public records of Duval County, Florida, plus a narrow 38
60-strip of land immediately south of the southerly line o f 39
61-lot 4 and the northerly 60.0 feet (less and except portion 40
62-lying in road right of way) of lot 8, of said block 29, 41
63-more particularly described as follows: 42

65-Begin at the northeast corner of said lot 3, the said 44
66-point of beginning being south 21° -00'-00" west, 120.0 45
