A bill to be entitled 1 
An act relating to Duval County; providing space and 2 
seating requirements for the issuance of special 3 
alcoholic beverage licenses to event centers; 4 
providing an exception to general law; providing 5 
boundaries; providing an effective date. 6 
 7 
Be It Enacted by the Legislature of the State of Florida: 8 
 9 
 Section 1. Notwithstanding s. 561.20, Florida Statutes, 10 
the Division of Alcoholic Beverages and Tobacco of the 11 
Department of Business and Professional Regulation may issue 12 
special alcoholic beverage licenses to event centers in the 13 
Urban Transition Area North of Park Street which have an 14 
occupancy between 1,100 and 1,400 people and derive no less than 15 
51 percent of annual gross income from the sale of event center 16 
tickets and food and nonalcoholic beverages that are prepared, 17 
served, and consumed on such premises. For the purposes of this 18 
act, the term "event center" means a facility that routinely 19 
hosts events for which entrance is by customers who have 20 
purchased tickets, including, but not limited to, musical 21 
concerts and art shows; hosts events sponsored or organized by 22 
nonprofit organizations; and otherwise does not market itself 23 
primarily as a food service estab lishment. The Division of 24

and Professional Regulation may revoke or suspend any such 26 
license for violations of the Beverage Law and regulations of 27 
this state not inconsistent herewith. 28 
 Section 2. For the purposes of this act, the "Urban 29 
Transition Area North of Park Street" shall mean the area 30 
described as: 31

All of lots 3, 4, and 9, the north 60.0 feet of lot 8, the 33 
south 10.0 feet of the west 10.0 feet of lot 2, and the 34 
south 10.0 feet of l ot 10, block 29, the Chamberlain and 35 
Barretts subdivision, according to the plat thereof 36 
recorded in plat book 1, pages 117 and 120 of the former 37 
public records of Duval County, Florida, plus a narrow 38 
strip of land immediately south of the southerly line o f 39 
lot 4 and the northerly 60.0 feet (less and except portion 40 
lying in road right of way) of lot 8, of said block 29, 41 
more particularly described as follows: 42

Begin at the northeast corner of said lot 3, the said 44 
point of beginning being south 21° -00'-00" west, 120.0 45 
feet, and measure along the westerly line of Park 46 
Street from the southerly line of Post Street; thence 47 
continue south 21°-00'-00" west, 120.0 feet along said 48 
westerly line of Park Street; thence westerly along 49 
the southerly face of an existing four-story brick 50

building a distance of 134.0 feet, more or less, to 51 
the southwest corner of said four -story brick 52 
building; thence northerly along the westerly line of 53 
said four-story brick building 0.38 feet; thence 54 
westerly to the easterly line of Marg aret Street, said 55 
point being north 68° -42'-30" west 194.68 feet from a 56 
point in the westerly line of Park Street that is 57 
240.0 feet southerly of the southerly line of Post 58 
Street; thence north 15° -40'-30" west, 150.05 feet 59 
along the easterly line of said Margaret Street; 60 
thence south 68°-43'-50" east, 124.29 feet' thence 61 
north 21°-00'-00" east, 10.0 feet; thence north 68° -62 
43'-50" east, 50.0 feet; thence south 21° -00'-00" 63 
west, 10.0 feet; thence south 68° -40'-50" east, 110.0 64 
feet to the point of beginning. 65 
 Section 3. This act shall take effect upon becoming a law. 66
