A RESOLUTION
Relative to meetings and adjournments of the General Assembly; and for other purposes.

PART I2
BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA that, unless otherwise3
provided by subsequent resolution of the General Assembly, the General Assembly shall4
adjourn at the close of the legislative day on Friday, December 1, 2023, and shall reconvene5
on Monday, December 4, 2023.6
BE IT FURTHER RESOLVED that on and after Monday, December 4, 2023, the periods7
of adjournment of the 2023 special session, if any, shall be as specified by subsequent8
resolution of the General Assembly; provided, however, that unless otherwise specified by9
subsequent resolution, the General Assembly shall be in adjournment on each Saturday and10
Sunday.11
BE IT FURTHER RESOLVED that the meetings of the General Assembly shall be held as12
prescribed in Code Section 28-1-2 of the Official Code of Georgia Annotated, except as13
otherwise provided by this resolution.  The hours for convening and adjourning the House14
of Representatives for each legislative day may be as ordered by the House; and the hours15

for convening and adjourning the Senate for each legislative day may be as ordered by the
16
Senate.  Each house, upon its own adjournment for a legislative day, shall remain in a period17
of adjournment until it convenes for the next legislative day.18

BE IT FURTHER RESOLVED that whenever, due to an emergency or disaster, resulting20
from manmade or natural causes or enemy attack, it becomes imprudent, inexpedient, or21
impossible to conduct the affairs of the General Assembly at the State Capitol in Atlanta,22
Fulton County, and the Governor has by proclamation declared an emergency temporary23
location or locations for the seat of government in accordance with Code Section 38-3-52,24
the Speaker of the House of Representatives and the President of the Senate may, by joint25
agreement, order the discontinuation of the schedule for meetings provided by this resolution26
and provide for reconvening the House and the Senate at such temporary location or27
locations in accordance with Code Sections 38-3-52 and 38-3-53 on such date and at such28
time as they deem practical.29
BE IT FURTHER RESOLVED that whenever, due to an emergency or disaster, resulting30
from manmade or natural causes or enemy attack, it becomes imprudent, inexpedient, or31
impossible to conduct the affairs of the General Assembly at the State Capitol in Atlanta,32
Fulton County, but the Governor has not by proclamation declared an emergency temporary33
location or locations for the seat of government in accordance with the above, the Speaker34
of the House of Representatives and the President of the Senate may, by joint agreement,35
order the discontinuation of the schedule for meetings provided by this resolution and36
provide for reconvening the House and the Senate at the State Capitol in Atlanta, Fulton37
County, on such date and at such time as they deem practical.38

BE IT FURTHER RESOLVED that, in any case of emergency or disaster resulting in the
39
discontinuation of the schedule for meetings as authorized by this resolution, the Speaker of40
the House of Representatives and the President of the Senate shall provide for prompt notice41
of the same to all members of the House of Representatives and all members of the Senate,42
respectively, by such means as such officers deem practical and efficient; and each house43
shall be and remain in adjournment until convening for the next legislative day on the date44
certain jointly specified by such officers. Following such reconvening, the General45
Assembly may provide by joint resolution for a new schedule for meetings and46
adjournments.47
BE IT FURTHER RESOLVED that, as to any case of emergency or disaster resulting in the48
discontinuation of the schedule for meetings as authorized by this resolution, the adoption49
of this resolution by the General Assembly shall constitute the consent of both the House of50
Representatives and the Senate for purposes of Article III, Section IV, Paragraph I(b) of the51
Constitution.52
