1212 A BILL TO BE ENTITLED
1313 AN ACT
1414 To amend Chapter 3 of Title 50 of the Official Code of Georgia Annotated, relating to state

1616 flag, seal, and other symbols, so as to provide for the placement of a digital monument within2
1717 the state capitol building or upon the capitol grounds to memorialize the Georgians who have3
1818 died from COVID-19; to provide for a short title; to provide for family members to submit4
1919 names to be included on such digital monument; to provide for retention and confidentiality5
2020 of such documents; to provide for private funding of such digital monument; to provide for6
2121 related matters; to repeal conflicting laws; and for other purposes.7
2222 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:8
2323 SECTION 1.9
2424 Chapter 3 of Title 50 of the Official Code of Georgia Annotated, relating to state flag, seal,10
2525 and other symbols, is amended by adding a new article to read as follows:11 23 LC 54 0132

3030 This article shall be known and may be cited as the 'Georgia Remember My Life Act.'14

3232 (a) Subject to the availability of funds, there shall be placed within the capitol building or16
3333 grounds a digital monument that displays a scrolling list of names of the Georgians whose17
3434 deaths have been attributed to COVID-19.18
3535 (b)(1) Such digital monument shall be designed, procured, placed, and maintained by the19
3636 Capitol Art Standards Commission, subject to final approval by a digital monument20
3737 committee composed of the following members of the General Assembly:21
3838 (A) Two members of the House of Representatives appointed by the Speaker of the22
3939 House of Representatives;23
4040 (B) Two members of the Senate appointed by the Lieutenant Governor; and24
4141 (C) One member from each house of the General Assembly appointed by the25
4242 Governor.26
4343 (2) The digital monument committee established pursuant to this subsection shall stand27
4444 abolished upon placement of such monument.28
4545 (c) Family members shall submit to the Capitol Art Standards Commission the name of29
4646 the individual to be included on the digital monument. Such submission shall be30
4747 accompanied by an averment as to cause of such individual's death. The Capitol Art31
4848 Standards Commission shall retain and protect such records in accordance with state and32
4949 federal laws on the privacy and confidentiality of such records.33
5050 (d) No public funds shall be expended for the design or procurement of such digital34
5151 monument. Gifts and donations from private individuals, organizations, or foundations35 23 LC 54 0132

5454 shall be accepted and expended by the Capitol Art Standards Commission to carry out the36
5555 requirements of this Code section.37
5656 (e) Such digital monument shall be procured and placed as soon as practicable but not38
5757 before the state has been granted any intellectual property license necessary for purposes39
5858 of this Code section."40
5959 SECTION 2.41
6060 All laws and parts of laws in conflict with this Act are repealed.42
