A BILL TO BE ENTITLED
AN ACT
To amend Chapter 3 of Title 50 of the Official Code of Georgia Annotated, relating to state

flag, seal, and other symbols, so as to provide for the placement of a digital monument within2
the state capitol building or upon the capitol grounds to memorialize the Georgians who have3
died from COVID-19; to provide for a short title; to provide for family members to submit4
names to be included on such digital monument; to provide for retention and confidentiality5
of such documents; to provide for private funding of such digital monument; to provide for6
related matters; to repeal conflicting laws; and for other purposes.7
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:8
SECTION 1.9
Chapter 3 of Title 50 of the Official Code of Georgia Annotated, relating to state flag, seal,10
and other symbols, is amended by adding a new article to read as follows:11 23 LC 54 0132

"ARTICLE 812
50-3-130.13
This article shall be known and may be cited as the 'Georgia Remember My Life Act.'14
50-3-131.15
(a)  Subject to the availability of funds, there shall be placed within the capitol building or16
grounds a digital monument that displays a scrolling list of names of the Georgians whose17
deaths have been attributed to COVID-19.18
(b)(1)  Such digital monument shall be designed, procured, placed, and maintained by the19
Capitol Art Standards Commission, subject to final approval by a digital monument20
committee composed of the following members of the General Assembly:21
(A)  Two members of the House of Representatives appointed by the Speaker of the22
House of Representatives;23
(B)  Two members of the Senate appointed by the Lieutenant Governor; and24
(C)  One member from each house of the General Assembly appointed by the25
Governor.26
(2)  The digital monument committee established pursuant to this subsection shall stand27
abolished upon placement of such monument.28
(c)  Family members shall submit to the Capitol Art Standards Commission the name of29
the individual to be included on the digital monument.  Such submission shall be30
accompanied by an averment as to cause of such individual's death.  The Capitol Art31
Standards Commission shall retain and protect such records in accordance with state and32
federal laws on the privacy and confidentiality of such records.33
(d)  No public funds shall be expended for the design or procurement of such digital34
monument.  Gifts and donations from private individuals, organizations, or foundations35 23 LC 54 0132

shall be accepted and expended by the Capitol Art Standards Commission to carry out the36
requirements of this Code section.37
(e)  Such digital monument shall be procured and placed as soon as practicable but not38
before the state has been granted any intellectual property license necessary for purposes39
of this Code section."40
SECTION 2.41
All laws and parts of laws in conflict with this Act are repealed.42
