1515 A RESOLUTION
1616 Honoring the life of Mr. James "Richard" Smith and dedicating an intersection in his

1818 memory; and for other purposes.2
1919 WHEREAS, Mr. James "Richard" Smith was born on February 14, 1940, the beloved son3
2020 of the late Carl Reese Smith and Reba Mae Walker Smith; and4
2121 WHEREAS, Mr. Smith's first job in Villa Rica was in 1967 as the general manager for the5
2222 Richard's Motor Company Ford Dealership and he went on to purchase the dealership with6
2323 his brother, Donald; and 7
2424 WHEREAS, in addition to co-founding Don-Rich Ford in Villa Rica, Georgia, Mr. Smith8
2525 was a beloved local figure and a leader of the business community; and9
2626 WHEREAS, a man of deep and abiding faith, Mr. Smith was an active member of First10
2727 Baptist Church of Villa Rica; and11
2828 WHEREAS, he was a member of the Villa Rica Lion's Club, a director of the Bank of Villa12
2929 Rica, and a member of the board of directors for Villa Rica Hospital, Tanner Medical Center,13
3030 and the Tanner Foundation; and 14

3333 WHEREAS, as chairman of the Industrial Development Authority, Mr. Smith oversaw the

3535 initial development of the industrial park and helped bring in the park's first business, Lowe's16
3636 Distribution Center; and17
3737 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished18
3838 Georgian be appropriately recognized by dedicating an intersection in his memory.19
3939 NOW, THEREFORE, BE IT RESOLVED AND ENACTED BY THE GENERAL20
4040 ASSEMBLY OF GEORGIA that the intersection of State Route 61 and State21
4141 Route 8/US Route 78 in Carroll County is dedicated as the J. Richard Smith Memorial22
4242 Intersection.23
4343 BE IT FURTHER RESOLVED that the Department of Transportation is authorized and24
4444 directed to erect and maintain appropriate signs dedicating the J. Richard Smith Memorial25
4545 Intersection.26
4646 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized27
4747 and directed to make appropriate copies of this resolution available for distribution to the28
4848 family of Mr. James "Richard" Smith and to the Department of Transportation.29
