24 LC 39 4338 House Resolution 1355 By: Representatives Collins of the 71 st , Huddleston of the 72 nd , Smith of the 18 th , Smith of the 70 th , and Burns of the 159 th A RESOLUTION Honoring the life of Mr. James "Richard" Smith and dedicating an intersection in his 1 memory; and for other purposes.2 WHEREAS, Mr. James "Richard" Smith was born on February 14, 1940, the beloved son3 of the late Carl Reese Smith and Reba Mae Walker Smith; and4 WHEREAS, Mr. Smith's first job in Villa Rica was in 1967 as the general manager for the5 Richard's Motor Company Ford Dealership and he went on to purchase the dealership with6 his brother, Donald; and 7 WHEREAS, in addition to co-founding Don-Rich Ford in Villa Rica, Georgia, Mr. Smith8 was a beloved local figure and a leader of the business community; and9 WHEREAS, a man of deep and abiding faith, Mr. Smith was an active member of First10 Baptist Church of Villa Rica; and11 WHEREAS, he was a member of the Villa Rica Lion's Club, a director of the Bank of Villa12 Rica, and a member of the board of directors for Villa Rica Hospital, Tanner Medical Center,13 and the Tanner Foundation; and 14 H. R. 1355 - 1 - 24 LC 39 4338 WHEREAS, as chairman of the Industrial Development Authority, Mr. Smith oversaw the 15 initial development of the industrial park and helped bring in the park's first business, Lowe's16 Distribution Center; and17 WHEREAS, it is abundantly fitting and proper that this remarkable and distinguished18 Georgian be appropriately recognized by dedicating an intersection in his memory.19 NOW, THEREFORE, BE IT RESOLVED AND ENACTED BY THE GENERAL20 ASSEMBLY OF GEORGIA that the intersection of State Route 61 and State21 Route 8/US Route 78 in Carroll County is dedicated as the J. Richard Smith Memorial22 Intersection.23 BE IT FURTHER RESOLVED that the Department of Transportation is authorized and24 directed to erect and maintain appropriate signs dedicating the J. Richard Smith Memorial25 Intersection.26 BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized27 and directed to make appropriate copies of this resolution available for distribution to the28 family of Mr. James "Richard" Smith and to the Department of Transportation.29 H.
